Accordingly, the plan is to organize 51 literacy classes for 986 participants, of which 85% or more are newly literate people who continue to study, because literacy classes have long encountered many limitations such as: The attendance rate of students attending classes at some points is still low; Students who complete the first phase of the literacy program are at high risk of re-illiteracy, the quality of universalization is not sustainable because Vietnamese is not regularly reinforced, and there is little communication in the common language; Inspection and supervision work by professional agencies, Party committees, and authorities at some points is not regular and continuous.

These limitations will be addressed in 2025, with the target of 96% or more of students attending literacy classes; 98.85% of people reaching level 1 literacy standards between the ages of 15-60, and 95.87% of people reaching level 2 literacy standards. Sustainable implementation will be carried out in all communes and wards to achieve level 2 literacy standards.

To effectively carry out the planned tasks, literacy classes will be organized flexibly, usually in the evenings, so that students can conveniently arrange to participate fully, such as mothers and sisters of many ages. When people can read and write fluently, it will help them access information documents, thereby applying them to their working and productive lives, contributing to reducing information poverty for themselves.
