
After a three-week intensive campaign to combat smuggling, trade fraud, counterfeit goods, and intellectual property infringement, the Ho Chi Minh City Department of Health has taken action against 41 establishments.

On June 7th, the Ho Chi Minh City Department of Health announced that after three weeks of launching a high-intensity campaign to combat smuggling, trade fraud, counterfeit goods, and intellectual property infringement, initial noteworthy results have been achieved.
Specifically, the Department of Health inspected 111 establishments, including 8 cosmetics establishments, 63 pharmaceutical businesses, 21 medical equipment businesses, and 19 medical examination and treatment facilities.
Authorities processed 41 establishments, imposing fines totaling nearly 2.3 billion VND; ordered the return of over 39 million VND worth of confiscated goods (cosmetics); issued decisions to revoke 122 self-declaration forms for medical devices classified as AB that violated regulations, and transferred several violation cases to the investigative agency for further action.
Additionally, from May 31st to June 6th, the District Health Departments of Thu Duc City inspected 202 medical and pharmaceutical establishments under their management; 8 establishments were penalized with a total fine of 133.5 million VND.
Upon inspection, the following common violations were recorded:
In the pharmaceutical sector , businesses dealing in drugs of unknown origin, without invoices or supporting documents; without a certificate of eligibility to conduct pharmaceutical business or trading drugs outside the scope of their granted certificate; and buying or selling drugs from establishments without a certificate of eligibility to conduct pharmaceutical business are subject to these regulations.
In the cosmetics sector, establishments advertising cosmetics without a Certificate of Advertising Content from the Department of Health; providing information, advertising, marketing, consulting, labeling, and instructions for use of cosmetics that mislead consumers into believing those products are medicines; and producing cosmetics with formulas that do not match the declared cosmetic product dossier.
In the field of medical devices, medical device classification is not based on risk level classification rules; the documentation in the application dossiers for medical devices of categories A and B does not ensure legality as prescribed by law; and the validity of circulation permits, authorizations, and warranty eligibility certificates is not maintained during the period when the circulation permit number is still valid as prescribed by law.
According to the Ho Chi Minh City Department of Health, in the coming period, the fight against counterfeit goods and commercial fraud will be identified by the city's health sector as an important, regular, continuous, and long-term task. The Department of Health will continue to strengthen inspection, supervision, and post-inspection work, especially by continuing to organize intensive, surprise inspections and thematic inspections to combat crimes of producing and trading counterfeit, fake, and substandard goods in the fields of pharmaceuticals, cosmetics, and medical equipment, in order to ensure public health.
The Department of Health has established a hotline at 0989401155 and a " Online Health " application to receive public feedback and handle cases of production, business, and advertising that violate regulations. Timely reporting to the authorities will help prevent counterfeit, fake, and substandard goods from circulating, reducing the risk of their spread.
In 2024, Ho Chi Minh City fined 147 establishments a total of over 7 billion VND.
In 2024, the Ho Chi Minh City Department of Health conducted inspections of 174 wholesale drug establishments and 344 retail drug establishments, as well as 40 wholesale and retail establishments of medicinal herbs. It issued 151 administrative violation penalties in the health sector, fining 147 establishments a total of over 7 billion VND.
The Health Departments of districts, counties, and Thu Duc City also inspected 6,750 retail pharmacies in the area.
The City's Center for Testing Drugs, Food, and Cosmetics collected 413 drug samples from 149 establishments for quality testing, and the results showed that 15 samples did not meet quality standards.
Specifically, 28 establishments were fined for advertising cosmetics, with a total fine exceeding 2 billion VND.
