The Minister of Transport has just signed a decision to establish an inter-sectoral working group to promote the connection of Vietnam's Ho Chi Minh City - Moc Bai expressway with Cambodia's Phnom Penh - Ba Vet expressway.
The working group is led by the Deputy Minister of Transport; the Deputy Head is the Vice Chairman of Tay Ninh Provincial People's Committee and leaders of the Department of Planning and Investment and the Department of International Cooperation of the Ministry of Transport.
The Working Group members include representatives from the following ministries: Foreign Affairs , National Defense, Public Security, Industry and Trade, Finance, Planning and Investment, Construction, Transport, Tay Ninh Provincial People's Committee and Ho Chi Minh City People's Committee.
The working group is responsible for researching, surveying, and proposing to competent authorities to consider and decide on a plan to connect the two expressways, ensuring smooth connection for people and goods; reviewing and proposing to competent authorities to assign ministries, branches, and localities to adjust and supplement relevant plans in accordance with the plan to connect the two expressways (if necessary).
In addition, the Working Group is also responsible for organizing negotiations with the Cambodian side on the connection plan based on the approval of competent authorities; researching and proposing investment plans for connecting the traffic routes connecting the two expressways.
Regarding authority, the working group has the right to advise and propose to the Prime Minister and Deputy Prime Ministers based on assigned tasks; request relevant agencies, units, organizations and individuals to provide necessary information and data according to their functions, tasks and legal regulations when requested by the working group during its activities.
The working group invites relevant agencies, units, organizations and individuals, and domestic and foreign experts for consultation when necessary.
The Working Group does not replace the state management function of the Ministry of Transport; the Group Leader, Deputy Group Leader and members of the Working Group work part-time. The Working Group works according to the principle of centralized unity, and the members of the Working Group are responsible for the assigned tasks.
The Ho Chi Minh City - Moc Bai Expressway project is nearly 51 km long, of which the Ho Chi Minh City section is 24.660 km, the section through Tay Ninh province is 26.317 km. Phase 1 of the project will invest in 4 standard lanes (25.5 m). However, the site clearance will be done once according to the scale of 6 lanes on the entire route.
The Moc Bai - Ho Chi Minh City Expressway will share the burden with the currently overloaded National Highway 22 to clear the traffic flow and promote the development of the Southern economic region. At the same time, when completed, this expressway will also connect with the Ba Vet - Phnom Penh Expressway of Cambodia to shorten travel time between countries in the region.
