National Assembly Chairman Tran Thanh Man signed and issued a Resolution on piloting a number of specific mechanisms and policies for social housing development.
Effective from June 1, the resolution allows the establishment of the National Housing Fund, a non-budgetary state financial fund with legal status and operating not for profit.
The national housing fund includes: the central housing fund established by the Government, and the local housing fund established by the provincial People's Committee.

Accordingly, the National Housing Fund is formed from the state budget, money extracted from the amount equivalent to the value of the land fund invested in building technical infrastructure systems to build social housing according to the provisions of the law on housing, from the money from selling houses belonging to public assets, from the money from auctioning land use rights, etc.
National housing fund for investment in social housing construction, investment in construction of technical infrastructure, social infrastructure of social housing construction investment projects, creation of social housing for rent, housing for officials, civil servants, public employees, and workers to rent.
Audit after project acceptance
Another new point is that social housing construction investment projects do not have to conduct appraisal of investment construction feasibility study reports at specialized construction agencies according to the provisions of the law on construction.
Investors and investment decision makers shall organize the appraisal and approval of feasibility study reports and are responsible for ensuring compliance with construction law provisions.
In addition, the resolution also provides specific criteria for determining the selling price and rental price of social housing.
Specifically, based on the method of determining the selling price, lease-purchase price of social housing and the standard profit according to the provisions of the law on housing, the investor shall self-construct and hire a consultant with sufficient capacity in construction activities to examine before approving the selling price and lease-purchase price of social housing.
Determining the selling price and lease-purchase price of social housing is carried out for one or several works of a social housing construction investment project according to the implementation phase or investment period, each component project or the entire project.
After the acceptance of the completed construction project and its putting into use, the investor is responsible for auditing and finalizing the construction investment costs according to the provisions of law, and sending them to the specialized agency under the provincial People's Committee to check the selling price and rental price of social housing.
Foreign workers also enjoy the policy.
Regarding the conditions for enjoying social housing support policies, the resolution clearly states that for provinces and centrally-run cities that are reorganized, the scope of the administrative unit of the province or city will be used to determine housing conditions for those eligible to buy or rent-purchase social housing.
In case the beneficiary of social housing support policy has a workplace far from the place of residence, the condition to be eligible to buy or rent-purchase is that he/she has not bought or rented-purchased social housing, does not own a house, or has a house but it is far from the workplace.
Based on actual local conditions, the Provincial People's Committee shall specify in detail the cases where people who own houses but are far from their workplaces are entitled to social housing support policies.
Another notable point is that the resolution also allows enterprises, cooperatives, cooperative unions, state agencies, political organizations, socio-political organizations, and public service units to rent social housing to arrange for their cadres, civil servants, public employees, workers, and employees, including foreign workers and employees.
Manufacturing enterprises in industrial parks are allowed to rent worker accommodation in the industrial parks to arrange accommodation for their workers and employees, including foreign workers and employees.
