- In recent years, the People's Committee of Loc Binh district has concretized Resolution No. 06 dated November 25, 2020 of the Provincial Party Standing Committee on building and developing concentrated commodity production areas associated with production chains, product consumption, and brand building in the agricultural sector for the period 2020 - 2030 with many synchronous solutions. Thereby, forming concentrated commodity production areas associated with product consumption.
Loc Binh District Party Committee issued Plan No. 07 dated December 31, 2020 on implementing the resolution and setting out goals and tasks in line with the district's reality. In particular, focusing on building and developing concentrated commodity production areas, striving to build 5 linkage chains in agricultural production by 2025.
Previously, implementing the restructuring of the agricultural sector associated with the construction of new rural areas, the District People's Committee planned to build concentrated growing areas for the district's key products such as pine, green vegetables... From that foundation, after Resolution 06 was issued, all levels and specialized sectors in the district continued to guide people to expand the area and build concentrated production areas for key crops.
Up to now, the whole district has expanded concentrated production areas such as: vegetable area with an area of over 3,000 hectares (an increase of more than 990 hectares compared to 2020); specialty and high-quality rice growing area with an area of 4,445 hectares (an increase of 650 hectares compared to 2020); sweet potato and potato production area with an area of 3,403.68 hectares (an increase of 650 hectares compared to 2020)... Along with the formation of concentrated production areas, every year, the district's professional department organizes training to help people produce effectively.
At the same time, the district has effectively integrated support programs and policies to mobilize maximum resources. From 2020 to present, the whole district has 103 agricultural and forestry production development projects enjoying support policies according to Resolution No. 08 dated December 10, 2019 and Resolution No. 15 dated July 17, 2022 of the Provincial People's Council on specific policies to encourage investment, develop cooperation, link production and consumption of agricultural and rural products in the province in the period 2020 - 2025 with a total disbursement of over 65 billion VND. At the same time, the District People's Committee directed the specialized department to integrate capital from national target programs to support people and cooperatives to implement over 50 projects and models such as: growing potatoes, sweet potatoes, lemons, Taiwanese apples... with a total cost of over 30 billion VND.
An important solution to effectively implement the resolution's objectives is that the District People's Committee has directed specialized agencies to proactively connect and build production chains between people and businesses associated with product consumption.
Mr. Nguyen Ngoc Khuong, Director of Dai Nguyen Lang Son Joint Stock Company, said: Implementing the chain of sweet potatoes and potatoes with people in Loc Binh district, every year, the company supplies seeds, fertilizers, technical support and consumes products for people. In the last potato crop alone, the company cooperated with people to grow about 250 hectares of sweet potatoes and potatoes in the communes of Tu Doan, Khuat Xa, Dong Quan, Nam Quan, Na Duong, Tu Mich, Yen Khoi. This year, the company plans to expand its cooperation with people in other communes in the district and expand the planting area by 200 hectares.
Thanks to the synchronous implementation of the above solutions, up to now, Loc Binh district has built 12 production linkage chains (exceeding the set target), typically: cucumber production linkage chain; rosin purchasing and production linkage chain; chili production linkage chain... Thereby, ensuring output for agricultural products, creating stable income for people.
Ms. Vi Thi Vien, Dong Quan commune said: Thanks to the association with the local baby cucumber growing cooperative, for the past 4 years, my family has had a stable income, without worrying about price drops. In the last baby cucumber crop, my family harvested over 2 tons of fruit on a 3-sao growing area, selling it to the cooperative, I earned over 20 million VND.
The implementation of the resolution not only promotes sustainable agricultural development and reduces the poverty rate, but also motivates Loc Binh district to accelerate the process of building new rural areas. Up to now, the whole district has 9/18 communes meeting new rural standards, 11/18 communes meeting criterion number 11 on multidimensional poverty.
Ms. Duong Thi Thu Hang, Deputy Head of the Department of Agriculture and Environment of Loc Binh district, said: In recent years, the implementation of Resolution 06 has brought about some positive results. In the coming time, the department will continue to advise the district People's Committee to direct, promote propaganda, and implement solutions to complete the objectives set out in the resolution. In particular, focusing on expanding the area, improving the quality of growing areas for key products and attracting investment, building a sustainable product consumption chain.
