On the evening of July 24 and early morning of July 25, floodwaters on the La River rose rapidly, causing localized flooding in two riverside villages, Tien Phong and Trung Thanh, in Duc Quang Commune. Many roads connecting Tien Phong village were deeply flooded, disrupting people's travel and forcing them to travel by boat. In the photo: Tien Phong village submerged in water. According to preliminary estimates, in Tien Phong village (Duc Quang commune), about 100 households were temporarily isolated due to rising flood waters. However, with many years of experience living in flood-prone areas, many households proactively raised their assets, moved livestock to safe locations and prepared boats to move when necessary. As a result, material damage was not significant, showing that people's initiative and awareness of flood prevention are increasingly enhanced. Duc Quang commune authorities mobilized militia, police, and youth unions to help people evacuate their assets and livestock and organize guards at deeply flooded areas. According to initial statistics, 23.5 hectares of rice, nearly 40 hectares of crops (beans, sesame, corn)... in Tien Phong, Quang Loc 1, Quang Loc 2, Quyet Tien, Trung Thanh villages... of Duc Quang commune were deeply flooded and completely damaged; estimated total damage was nearly 1.2 billion VND.
Mr. Ngo Van Hung (Tien Phong village, Duc Quang commune) said: "Flood water started rising rapidly last night, this morning there are signs of receding but it is likely to rise again in the afternoon. My family has proactively moved all of our belongings to higher floors. If the water continues to rise, we will move the elderly and children by boat to higher areas to ensure safety." In the same situation, in Duc Minh commune, Thanh Kim, Thinh Kim, Van Khang, Tan Khang villages... are also surrounded by water. At least 50 households are affected, some main roads are temporarily isolated.
Flooding in villages and hamlets outside the dike in Duc Quang and Duc Minh communes ( Ha Tinh ) is mainly due to floodwaters from the upstream of the Ca River (Nghe An). According to records, early this morning, the water level in the flooded area was basically stable, with some places showing a slight decrease. However, from late morning to early afternoon, due to rising tides combined with continued water flows from upstream, the flooding is forecast to increase sharply, peaking at noon today. Local authorities recommend that people in low-lying areas should proactively raise their assets, prepare safe means of transportation, and limit travel through deeply flooded areas to minimize damage and avoid risks in complex weather conditions. "Since last night, seeing the water starting to rise rapidly, my family mobilized our children and grandchildren to raise beds and cabinets, move all electronic devices and food to the upper floors. This morning, the water has receded a bit, but we heard that it could rise again in the afternoon, so we continue to be vigilant," said Mr. Tran Van Chuc - Thinh Kim village (Duc Minh commune). According to preliminary statistics, the entire Duc Minh commune has about 65 hectares of crops, mainly cassava, beans, and sesame, flooded and at risk of total loss. Localized flooding in communes along the La River such as Duc Minh and Duc Quang has been recurring for many years, causing significant damage to people, especially in the agricultural production sector. "As soon as the floodwaters began to rise, we activated the disaster prevention plan according to the 4-on-the-spot principle. The commune has established working groups to go down to villages and hamlets to check deep flooded areas and areas at risk of landslides, and at the same time arrange forces to be on duty 24/7 to promptly support people when necessary. We also continuously propagate and remind people to be vigilant, not to be subjective and be ready to evacuate when a bad situation occurs," said Mr. Le Dinh Tai - Vice Chairman of Duc Minh Commune People's Committee.
