This is the recommendation of the Standing Committee of the People's Aspirations and Supervision Committee in the National Assembly 's People's Aspirations Work Report for March 2025 submitted to the National Assembly Standing Committee for comments at the 44th Session.

In the National Assembly's March 2025 People's Aspirations Report, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh said that voters and people highly appreciated the results achieved in the first 3 months of 2025, the socio -economic situation continued to develop compared to the same period last year, thereby creating motivation and momentum to continue promoting the completion of the set goals, striving to successfully achieve the 2025 growth target of 8% or more, creating a solid foundation for double-digit growth in the period 2026 - 2030.

Social security work was carried out promptly and effectively by all levels, sectors and localities. The movement to eliminate temporary and dilapidated houses was carried out vigorously across the country, receiving high consensus and support from voters and the people. The work of perfecting institutions and streamlining the organizational apparatus was carried out vigorously, ensuring progress and quality according to the direction of the Central Committee, the Politburo and the Government.

Voters and people are also very interested in the contents of the Ninth Session's agenda, especially the National Assembly's consideration of amending and supplementing a number of articles of the 2013 Constitution and amending laws related to amending the Constitution to serve the arrangement and streamlining of the apparatus in the spirit of Resolution No. 18-NQ/TW; considering and approving draft laws with contents directly related to people's lives. The Ninth Session is also a session with many important contents related to socio-economics, national defense and security, and building the country's political system. Voters and people expect the National Assembly to have important decisions to remove difficulties, contribute to the development of the country's economy, stabilize and improve people's lives.

Along with that, voters and people are interested in and support the work of arranging and streamlining the apparatus of the political system, which is being directed to be implemented drastically and urgently, achieving important initial results. However, voters and people are worried about fake and untrue information spreading on social networks about the policy of streamlining the apparatus of Party and State agencies, arranging administrative units; job arrangements after merging communes and provinces, abolishing the district level, especially when merging communes and provinces, personal records and papers... will have to be redone, the procedures for granting and changing are easy, quick or difficult...

On the other hand, voters and people are particularly concerned about the fire and explosion situation occurring in many places, many fires causing great damage to the property of businesses and households; medical examination and treatment activities disguised to extort money from people; impersonating doctors in large hospitals, without a medical practice certificate but still providing consultation and medical examination and treatment; erratic and dry weather conditions, leading to the risk of various epidemics affecting production and livestock; the rapid outbreak of measles; and the United States' announcement of the decision to impose reciprocal tariffs on Vietnam's export goods.
Voters and people highly appreciate the efforts of General Secretary To Lam and the Government to remove difficulties, proactively seek solutions, and persistently maintain the economic targets of 2025. However, people are still worried about the risk of significant impacts on domestic production and employment, especially for export enterprises...

Review and synchronously implement measures to resolve complaints right from the grassroots level.

In addition to some contents reflected by voters that have been directed and managed by the Government and the Prime Minister in the past, the Standing Committee of the People's Aspirations and Supervision Committee recommends that the Standing Committee of the National Assembly request the Government and the Prime Minister to direct some contents of current interest to voters.

Specifically, continue to direct ministries, branches and localities to promote propaganda work on the Party and State's guidelines and policies on streamlining the Party and State apparatus, and rearranging administrative units to create high unity in leadership, direction and mobilization of the combined strength of the entire Party, the entire political system and forces from the Central to the grassroots levels. Thereby, ensuring the arrangement of the political system's apparatus to be streamlined, efficient, effective and most effective, contributing to strengthening the people's trust in the Party and State; arousing the aspirations, will and determination of cadres, party members and people to bring the country into an era of development, prosperity and prosperity, successfully building a socialist Vietnam with "rich people, strong country, democracy, fairness and civilization".

Direct relevant agencies to continue to coordinate and exchange with the US side in a constructive and cooperative spirit to find practical solutions, contributing to the stable and sustainable development of bilateral economic relations, meeting the interests of the people and businesses of the two countries.

Propose that the Government Inspectorate further strengthen the inspection of the implementation of citizen reception, complaint and denunciation settlement; review and synchronously implement measures to resolve complaints right at the grassroots level, minimizing the occurrence of new cases; closely coordinate with central and local agencies to effectively review and resolve a number of complicated cases...

In addition, the Standing Committee of the People's Aspirations and Supervision Committee also recommended that the Ethnic Council and the National Assembly Committees pay more attention to supervision activities in their respective fields, especially the settlement of opinions and recommendations of voters and people related to their respective fields mentioned in the monthly reports on people's aspiration work.

Delegations of National Assembly deputies of localities need to proactively coordinate with competent local agencies in resolving and reviewing the resolution of specific cases mentioned in the monthly reports on people's petitions; actively select complicated and prolonged complaints and denunciations to monitor or propose, and coordinate with National Assembly agencies to monitor; not transfer complaints and denunciations that have been resolved beyond their authority and in accordance with legal regulations to competent persons for resolution without valid grounds.
