Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Suu participated in the discussion at group 7 including delegations from Thua Thien Hue, Thai Nguyen, and Dong Nai .

According to delegate Nguyen Thi Suu, in fact, the contents of the Digital Technology Industry Law Project are updated from other specialized laws such as the Law on Network Information Security, the Law on Electronic Transactions, and the Law on Cyber Security.

Ms. Suu said that the information technology industry is a developed field, as evidenced by the fact that Vietnam's revenue from this field in 2024 is expected to reach 150 billion USD. This is also an urgent field, requiring the early formation of a legal corridor for practical application.

Commenting on the draft law, delegates noted that this law not only inherits but also expands; at the same time, they hope that when formed, this bill will support Vietnam's digital transformation process, contributing to the country's development in the digital age.

Delegate Nguyen Thi Suu proposed to review the content of concepts.

Regarding the provision of digital technology services in Article 9, the delegate said that this is a concept, not an activity. “The content: “Digital technology services are the process by which organizations and individuals provide values, solutions or support through digital technology services to customers…” is a concept, not an activity. I propose to add regulations on activities of providing digital technology services and digital technology industry,” delegate Nguyen Thi Suu emphasized.

Delegate Nguyen Thi Suu was also interested in the regulations related to digital assets in Articles 14 to 17. “In the development of the digital technology industry, digital assets play an important role. Article 16 stipulates the principles of digital asset management which is too long but unclear, so it needs to be adjusted and supplemented,” Ms. Suu commented.

Regarding Article 17 regulating state management responsibilities, delegates also proposed to decentralize responsibilities specifically and fix them in the law. “Responsibility for digital asset management includes state management responsibilities, specialized management responsibilities, management responsibilities of organizations and individuals, etc. Therefore, it needs to be clear and specific,” said Ms. Suu.

Previously, at the hall, the National Assembly heard the presentation and report on the examination of the Digital Technology Industry Law Project.

On the same day, the National Assembly also listened to the presentation and report on the examination of the Draft Law on Management and Investment of State Capital in Enterprises; discussed in groups the Draft Law on Management and Investment of State Capital in Enterprises; voted to pass the Resolution on the results of thematic supervision of "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; voted to pass the Law on Cultural Heritage (amended); discussed in the hall the Draft Law on Chemicals (amended).
