Participating in the discussion, Deputy Head of the Delegation of National Assembly Deputies of Hue City Nguyen Thi Suu emphasized: Article 17 on criteria for assessing anti-corruption work is closely related to many other articles of the draft law such as Articles 16, 30, 31, 35, 40, 41, 44 and 45, related to declaration, verification and monitoring of asset fluctuations. Therefore, the delegate believes that perfecting the system of assessment criteria is necessary to ensure consistency and unity.
Proposing to complete Article 17, delegate Nguyen Thi Suu recommended clarifying and quantifying the criteria in Clause 1.
According to delegate Nguyen Thi Suu, at point a on building and perfecting policies and laws, the draft needs to add the following indicators: Number of newly issued policies; rate of policies implemented in practice; level of suitability and effectiveness in preventing corruption.
Regarding point b on implementing corruption prevention measures, it is necessary to add the rate of agencies and organizations fully implementing prevention measures; the number of corruption risks detected and handled; the rate of cadres, civil servants and public employees declaring assets in accordance with regulations.
At point c related to the content of detecting corruption, delegates proposed to add indicators on the number of detected cases; the rate of detection through proactive measures such as inspection, audit, internal supervision or from citizen denunciation; and the number of cases with international elements or related to state-owned enterprises.
Regarding point d on handling corruption and recovering assets, delegates proposed adding the following indicators: Number of cases handled; average processing time; rate of illegal asset recovery; rate of disciplinary and criminal proceedings.

Delegate Nguyen Thi Suu analyzed that clearly defining quantitative indicators will help ensure systematicity, while creating a practical basis for implementing and evaluating policy effectiveness. These indicators are also closely related to reporting, declaring, verifying and controlling asset fluctuations, as well as the responsibilities of the controlling agency.
Delegate Nguyen Thi Suu proposed that the Government should specify in detail the set of quantitative indicators, the assessment process, the responsibilities of ministries, branches and provincial People's Committees, as well as the mechanism for inter-branch coordination and monitoring of implementation. This is the basis for ensuring consistency from the central to local levels. Ms. Suu also proposed adding Clause 3, assigning the Law Committee and the Judicial Committee of the National Assembly to monitor the assessment according to Clauses 1 and 2, to ensure objectivity, fairness and transparency, avoiding formal assessments or assessments that do not accurately reflect reality.
In addition, delegate Nguyen Thi Suu proposed to publicize the assessment results by: Posting them on the information portal of the competent authority; sending reports to the National Assembly, the Central Committee of the Vietnam Fatherland Front and relevant agencies; and at the same time using these results as a basis for classifying the level of task completion and reviewing the responsibilities of agencies and organizations. Publicity, according to Ms. Suu, is an important step to increase transparency and strengthen people's trust.
In his explanatory speech, Government Inspector General Doan Hong Phong said: The drafting agency will coordinate with the Law Committee and the Judiciary Committee of the National Assembly to study and absorb the opinions of delegates to complete the draft law, ensuring the institutionalization of the Party's policies, conformity with the legal system and meeting practical requirements in the current work of preventing and combating corruption.
