The reason why "livable cities" do not support women to have 2 children early

(Dan Tri) - In the past 5 years, Da Nang has been ranked as one of the localities that has maintained the replacement birth rate, so it has not implemented a policy to support and encourage women to have 2 children before the age of 35.

On August 20, the Population Department under the Department of Health of Da Nang city issued a document responding to people's opinions about their desire to have specific information about the policy of rewarding women who give birth to 2 children before the age of 35.

According to the Department of Population, on January 28, 2020, the Prime Minister issued a decision approving the program to adjust birth rates to suit regions and subjects by 2030.

In the past 5 years, Da Nang has been ranked as one of the localities with a birth rate approaching the replacement level (Photo: Hoai Son).

According to the decision, Da Nang city (old) is one of 21 provinces and cities nationwide with a low birth rate (the average number of children per woman of childbearing age is less than 2 children). The city's average birth rate in the period 2015-2019 was 1.99 children/woman of childbearing age.

On January 25, 2021, the Ministry of Health issued a circular guiding a number of contents for localities to promulgate reward and support policies for collectives and individuals who perform well in population work.

On March 16, 2021, the People's Committee of Da Nang City (old) issued a decision approving the plan to implement the program to adjust birth rates to suit regions and subjects by 2030 with 5 tasks and solutions for implementation in each phase.

The period 2015-2019 is a locality with a low birth rate (1.99 children/woman), however this rate is still close to the replacement birth rate (a total birth rate of around 2.1 children/woman is considered the replacement birth rate).

In the first phase of implementing the plan, the city focused resources on communication work that "each couple should have 2 children".

Therefore, in the past 5 years, Da Nang city has been ranked as one of the localities achieving a rate around the replacement level: in 2020, this rate was 2.9 children/woman; in 2021, it was 2.2 children/woman; in 2022, it was 2.2 children/woman; in 2023, it was 2.3 children/woman and in 2024, it was 2.05 children/woman.

The Population Department emphasized that with the current actual birth rate, the city has not yet piloted a policy to support and encourage women to have 2 children before the age of 35.

In the coming time, based on the Central Government's guidance and the actual situation of the locality, the City's Department of Population and related units will advise the Department of Health to submit to competent authorities to study and re-evaluate the birth rate to have a basis for proposing a pilot and gradually expanding appropriate support and incentives.

Da Nang City has issued many breakthrough policies that are humane and outstanding, have received public approval and appreciation, and have become the city's brand, such as the "5 no's", "3 yes's", "4 safe" programs; effectively implemented policies and preferential regimes for people with revolutionary contributions and vulnerable groups in society; exempted tuition fees for all levels of education, etc.
