
Many wind power plants have had their capacity cut.
Recently, a series of wind power enterprises in Quang Tri have sent documents to relevant agencies requesting consideration of limiting the reduction of available power generation capacity from 20 - 90%, causing a significant impact on this year's revenue. According to the Ministry of Industry and Trade , due to the impact of storm No. 13 and the post-storm circulation, the available power generation capacity from hydropower and wind power both increased sharply, causing the power system to fall into a state of serious excess power.
Mr. Pham Nguyen Hung, Director of the Electricity Department, Ministry of Industry and Trade, said that the recent reduction in capacity of wind power plants in Quang Tri is a normal operation of the power system, not an incident or unusual decision.
According to Mr. Hung, the right to regulate and select mobilized sources belongs to the National Electricity Market (NSMO), based on the principle of competitive electricity market, the cheaper source will be mobilized first.
In the current context, hydropower has low costs and favorable hydrological conditions, while this year's electricity consumption growth is lower than forecast, leading to an understandable reduction in wind power mobilization.
Mr. Hung also added that there are two groups of situations that lead to capacity reduction: Planned cases (will be announced in advance), and sudden cases due to system safety reasons, in which case it is not possible to announce in advance because the dispatcher must handle it immediately to ensure the safety of the national power system.
