Mai Son promotes budget collection solutions

To achieve the 2025 budget revenue target, with the highest determination, from the beginning of the year, Mai Son district has focused on urging specialized units to closely coordinate with the Mai Son - Yen Chau Inter-district Tax Team to proactively exploit revenue sources, prevent revenue loss, manage arising revenue sources, and strive to complete the assigned budget.

Officers of the Mai Son - Yen Chau Inter-district Tax Team attended the conference to review tax work in the first quarter of 2025.

In 2025, Mai Son district was assigned by the Provincial People's Committee a state budget revenue estimate of 159.5 billion VND, including: land use fees of 42 billion VND; revenue from the non-state economic sector of over 56.3 billion VND; registration fees of 20 billion VND; land rental fees of 11 billion VND; granting rights to exploit minerals and water resources of over 6.5 billion VND and a number of other budget revenues...

Mai Son district currently has 9/22 communes and towns with special difficulties, people's lives mainly depend on agricultural and forestry production. To complete the assigned budget collection task, from the beginning of the year, the District People's Committee urgently assigned the budget collection estimates to agencies and units in accordance with regulations.

Mr. Bui Van Ha, Head of the Mai Son - Yen Chau Inter-District Tax Team, said: Clearly identifying the advantages and difficulties, the Team has seriously implemented Resolution No. 01 dated January 8, 2025 of the Government on tasks and solutions for socio-economic development and budget estimates for 2025. At the same time, many measures have been synchronously deployed, such as: Strengthening the fight against revenue loss, strictly controlling the arising revenue sources, promoting debt collection and tax enforcement in accordance with regulations.

The team also closely coordinates with specialized agencies to receive, guide and support taxpayers to promptly resolve difficulties and problems. At the same time, it promotes administrative procedure reform in the tax sector, creating favorable conditions for people and businesses to fulfill their tax obligations to the State.

Regarding non-state tax revenue, there are currently 338 enterprises, cooperatives and 2,059 business households operating in the district. To strictly control this source of revenue, the Team has strengthened inspection and supervision of declarations, promptly detected cases of inaccurate declarations, and requested correct and full payment of taxes according to regulations.

At the same time, focus on propaganda, guidance and support for businesses to register, declare and pay taxes. Implement standardization of personal tax codes for 22,688 tax codes; review and update status on centralized tax management application reaching 90.4%; guide to install eTax mobile application reaching over 33% of total business households.

Actively coordinate with investors, project management boards, and the State Treasury to grasp the payment and disbursement situation of units to implement tax debt enforcement measures and urge tax declaration and payment before payment and disbursement according to regulations. Organize to closely monitor and manage the tax debt situation down to each tax debt and late payment amount. Evaluate, analyze, synthesize, and accurately report each debt and tax subject.

Regarding debt settlement, the Team has proactively analyzed and evaluated each debt and tax debtor, developed plans, assigned tax debt collection targets to civil servants to monitor, implement management, and fully apply debt collection and tax debt enforcement measures. Issued notices of tax arrears, fees, and late payment fees to tax-debt units; at the same time, focused on urging debt collection to the State budget. As a result, in the first quarter of 2025, the tax authority has recovered over 2.3 billion VND in debt.

Ms. Nguyen Thi Thuy Nga, Deputy Head of the Management Team, supporting individual business households, Mai Son - Yen Chau Inter-district Tax Team, informed: In addition to dialogue, the unit also promotes inspection and control of business households in the area, ensuring that 100% of households with businesses are managed. Implement the establishment of a book to monitor the collection of business license fees, tax collection in 2025, monthly and quarterly tax collection. Implement the installation of eTax mobile application for business households in tax payment, gradually moving towards tax collection without using receipts.

Mr. Bui Van Vien, a business owner at the central market of Hat Lot town, Mai Son district, said: We always comply with the State's regulations on revenue collection correctly and fully. Tax officials have also provided detailed instructions on tax declaration and payment in accordance with regulations.

By implementing drastic and flexible solutions, by the end of March, the budget revenue in Mai Son district reached over 41.9 billion VND, equal to 26.2% of the estimate assigned by the Provincial People's Committee, up 41% over the same period. In particular, some targets were achieved quite well, such as: Tax on individual business households reached over 1.6 billion VND, exceeding 22.7% of the quarterly estimate; personal income tax reached over 1.7 billion VND, exceeding 38.3% of the quarterly estimate; land use fee collection reached over 11.8 billion VND, equal to 261% over the same period.

To complete and exceed the 2025 budget revenue estimate, the Mai Son - Yen Chau Inter-District Tax Team has stepped up propaganda and support for taxpayers; increased inspection and analysis of declaration records at tax agencies and taxpayers' offices. At the same time, coordinated with the People's Committees of communes and towns to review arising revenues and put them under collection management; resolutely combat revenue loss and strictly handle violations according to regulations.
