
ASSESSMENT CRITERIA FRAMEWORK FOR INDIVIDUALS NOT HOLDING LEADERSHIP OR MANAGEMENT POSITIONS
(According to Regulation No. 366-QD/TW, dated August 30, 2025 of the Politburo )
I- GENERAL CRITERIA GROUP (30 POINTS)
1. On politics, moral qualities and sense of organization and discipline
a) Have a firm political stance and viewpoint; be steadfast in stance; and not waver in the face of any difficulties or challenges.
b) Strictly implement the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism and criticism. Comply with the Party's guidelines and policies, the State's policies and laws; strictly implement discipline in speaking, and protect state secrets.
c) Consciously research, study and apply Marxism-Leninism, Ho Chi Minh thought, resolutions, directives, decisions and documents of the Party.
d) Maintain moral qualities, a pure, honest, modest, sincere, and simple lifestyle; consciously participate in the fight against corruption, waste, and negativity; show no signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; do not violate the Regulations on what Party members are not allowed to do.
d) Do not embezzle, corrupt, negative, bureaucratic, arrogant, authoritarian, or selfish; do not let relatives or acquaintances take advantage of one's authority for personal gain.
e) Have a sense of discipline and responsibility in work; comply with the organization's assignments; implement the regulations, rules and internal rules of the organization, agency and unit where work is done.
g) Declare and publicize assets and income according to regulations.
h) Report fully and honestly, provide accurate and objective information on matters related to the performance of assigned duties and tasks and the activities of the organization, agency or unit to superiors when requested.
i) Maintain internal solidarity; have good relationships with comrades and colleagues; actively participate in building party organizations, unions and social, community activities and collective movements organized by organizations, agencies and units.
k) Close to the grassroots; maintain good contact with the Party Committee and people of the place of residence.
2. Professional and technical capacity as required by the job position; ability to meet the requirements of performing assigned tasks; work attitude in performing tasks; spirit of innovation, daring to think, daring to do, daring to take responsibility for the common good.
a) Professional and technical competence as required by the job position
- Have full understanding of the assigned field of work; master legal regulations and professional procedures related to the job position.
- Regularly update new knowledge, have the ability to research, analyze, synthesize and creatively apply to work; meet the requirements of innovation and administrative reform.
- Have the ability to handle work independently and work effectively in a team.
- Ability to use information technology and apply it to professional work.
b) Ability to meet the requirements of performing assigned tasks
- Regular tasks: Able to skillfully apply professional knowledge and skills to handle professional work according to regular plans; maintain stable professional quality.
- Ad hoc tasks: Able to propose solutions and effectively carry out arising tasks; able to respond promptly to specific requirements and tasks.
c) Work attitude in performing tasks
- Responsible and proactive in work; promptly access new knowledge to adjust and propose process improvements or solutions to improve work efficiency.
- Have proper attitude, standard working style, professional administrative manner in working relations.
- Effectively coordinate with relevant groups and individuals in implementing assigned tasks.
d) Spirit of innovation, daring to think, daring to do, daring to take responsibility for the common good
- Have innovative, breakthrough products and solutions that bring practical value and efficiency, positively impacting the performance of tasks of organizations, agencies and units.
- Ready to participate in performing political tasks, tasks of an unexpected, complicated nature or in difficult conditions.
- Have a sense of responsibility for work results; be willing to take responsibility for mistakes and have clear and specific solutions.
3. On self-criticism and criticism, overcoming limitations and shortcomings
The spirit of self-criticism, self-reflection, and self-correction of the individual; the level of self-awareness of one's own limitations and shortcomings and the results of overcoming the limitations and shortcomings that have been pointed out.
II- GROUP OF CRITERIA ON TASK PERFORMANCE RESULTS (70 POINTS)
Evaluate the level of completion of assigned targets and tasks, results are quantified by products, progress, quality or indicators measuring work efficiency according to the functions and tasks of each organization, agency, and unit, specifically as follows:
1. The Party's advisory body focuses on assessing:
a) Level of timely completion of assigned tasks with quality, meeting requirements and tasks well, with specific products.
b) Participate in contributing ideas to build consulting content for reports and projects to ensure progress and quality.
c) Coordinate effectively with colleagues; have a sense of responsibility, do not pass on work.
2. The state administrative agency block focuses on assessing:
a) The level of completion of assigned work on schedule and with quality according to plan.
b) Percentage of files processed on time; specific products approved by leaders; no errors that affect the overall results of the unit.
c) Coordinate with colleagues; avoid irresponsibility and work evasion.
3. The bloc of elected bodies focuses on assessing:
a) Draft, review, synthesize, and advise on documents to ensure quality, on schedule, and with specific results.
b) Coordinate the organization of voter contacts, meetings, sessions, and supervisory activities fully and effectively; avoid professional errors.
4. The Fatherland Front agencies and socio-political organizations focus on assessing
a) Level of timely completion of tasks with quality and clear products according to assigned plan.
b) Results of social supervision and criticism; mobilizing and gathering people; building great solidarity; organizing emulation movements; participating in giving opinions on Party and government building.
5. The armed forces focus on assessing:
a) The results of performing tasks related to training, combat readiness, professional work, logistics management, engineering, and expertise are quantified by products, volume, quality, progress, and implementation efficiency.
b) Vigilance, crime prevention and control, results of management work in areas, fields and subjects according to assigned duties and tasks.
6. The judicial sector focuses on assessing:
a) Complete on schedule and ensure the quality of professional work according to industry regulations or as assigned by leaders (prosecution, trial, statistical work...).
b) Lead and direct the completion of work targets as required in National Assembly resolutions for judicial agencies.
c) Resolve cases and incidents without causing injustice or negative incidents; Ensure compliance with deadlines and statutes of limitations as prescribed by law, and meet the correct and sufficient targets as prescribed by the industry.
7. The public service unit sector focuses on assessing:
a) Level of completion of professional tasks assigned by competent authorities. Participate in professional training and update knowledge.
b) Standard and civilized communication; good cooperation with colleagues.
8. State-owned enterprises focus on assessing:
Level of task completion according to norms and job positions; not allowing technical errors or mistakes to arise that affect production, business, product and service efficiency.
9. The Party and State assigned the mass organizations to focus on assessing:
a) The level of timely completion and quality of assigned work. Legal documents, policies, and professional documents signed, approved, and issued by competent leaders; articles, etc. to suit the specific activities of mass organizations.
b) Awareness of participating in activities, seminars, discussions, and professional activities.
Quality rating
The quality of individuals not holding leadership or management positions after review and evaluation is classified as follows:
Excellent completion of tasks: Individuals with a total assessment score of 90 points or higher. At the same time, must meet the following specific conditions: Complete 100% of assigned tasks on time, ensuring quality and efficiency, of which at least 30% of tasks are completed beyond requirements; overcome 100% of limitations and shortcomings pointed out at the previous review time (if any); the number of individuals classified as "Excellent completion of tasks" does not exceed 20% of the total number of individuals classified as "Good completion of tasks"; In case an organization, agency or unit has outstanding achievements, creates positive changes, completes assigned tasks ahead of schedule, brings practical value and efficiency in organization and implementation, the competent authority shall decide on the rate of excellent task completion for the collective and individuals under its management, not exceeding 25% of the total number of collectives and individuals classified as "Completing tasks well".
Complete the task well: Individuals have a total assessment score of 70 to under 90 points. At the same time, meet the following conditions: Complete 100% of assigned tasks, on time, ensuring quality and efficiency.
Complete the task: Individuals with a total assessment score of 50 to under 70 points. At the same time, meet the following conditions: Complete 100% of assigned tasks; the number of tasks that have not met progress standards does not exceed 20%.
Failure to complete the task: Individuals with a total assessment score below 50 points or in one of the following cases:
+ Being concluded by competent authorities to have signs of degradation in political ideology, ethics, lifestyle, violations related to public service activities and being disciplined from reprimand or higher, violating things that party members are not allowed to do, violating regulations on exemplary responsibility, causing negative impact on the reputation of oneself and the organization, agency, or unit.
+ Over 50% of the tasks in the year were assessed as not completed.
In case of voluntary admission of mistakes, self-detection of violations and completion of remedial measures, the competent authority shall base on the circumstances, nature, behavior, level of violation, consequences, causes and other related factors to consider, evaluate and classify to ensure objectivity, comprehensiveness, prudence and take responsibility for its decision according to decentralization.
