An Phu Urban Development and Investment Joint Stock Company said it is accepting registrations to buy social housing apartments in An Phu urban area (Ha Huy Tap street, Tan An ward, Buon Ma Thuot city) with a spirit of transparency, ensuring the rights of workers with practical housing needs.
The total number of social housing provided in the project is 330 units, a small number compared to the housing needs of workers in the area. For example, in Tan An Industrial Park adjacent to An Phu urban area, there are currently nearly 2,000 workers working, of which at least more than 500 workers do not have housing. However, in order for the majority of workers to clearly understand their rights when registering for social housing, it is necessary to properly resolve the psychological problem of awareness of the values that social housing brings.
More than just housing opportunities…
Mr. Nguyen Kim Tung, Director of Tan An Industrial Cluster (Buon Ma Thuot City) shared that he and many others were very happy to hear about the opportunity for workers to buy social housing. However, when they learned that these were apartments, many people hesitated because they thought that the apartment space was inconvenient, that there would be additional costs later, especially without land use rights. They argued: " Dak Lak and the Central Highlands still have a lot of land, so they can buy land to build houses, so why buy apartments?"
Contrary to this view, Mr. Cao Van T., a worker at a concrete factory in the industrial park, expressed that he used to work in Ho Chi Minh City and Binh Duong province, so he clearly understood the advantages of apartments. With an urban environment and difficult housing, choosing an apartment is within one's ability, but considering all the issues, an apartment is a good housing solution for workers.
Firstly, the cost of apartment buildings is always lower than that of houses built on separate plots of land; the cost of apartment management is not equal to the cost of maintaining individual houses. Secondly, the design of apartment buildings is often modern, combining many shared public utilities, allowing workers to live more simply and comfortably, without having to worry about damage or incidents in their accommodation. Thirdly, the common living space helps residents get closer to each other, creating a community of active cultural life. Fourthly, apartment planning is an inevitable trend of developing cities, aiming to save residential land area, increase public area and the environment, and always have full legal bases for owners.
Therefore, Mr. T. wants to buy an apartment rather than a plot of land. “Even if you want to move to another place to live, transferring an apartment or renting it out will be easier than selling a plot of land. Whoever has better income conditions in the future can transfer the social housing to someone else when the permitted time limit is met, which is always more beneficial,” Mr. T. shared.

Transparency of ownership opportunities is necessary
Because of the advantages that social housing apartments bring, it can be explained why recently there has been information that social housing projects are more attractive to investors than workers. Some social housing projects in localities have even had the situation of selling social housing to the “wrong” target.
According to Mr. Le Hung, Deputy Director of Dak Lak Department of Construction, the sensitivity of this information requires management agencies to be extremely impartial in approving social housing for workers. The spirit of the Department of Construction and relevant management agencies is to organize a strict assessment of the conditions and regulations applicable to workers buying social housing.
A representative of An Phu Company, the investor of the first social housing project invested by an enterprise in Buon Ma Thuot City, also emphasized that they are cooperating with the authorities to receive registration and issue social housing purchase documents for employees in the most transparent manner. The enterprise noted that employees do not have to pay any additional fees when completing social housing purchase documents, and also warned that all individuals and organizations must not take advantage of the enterprise's name to collect additional fees, sell social housing apartments at higher prices, etc.
Regarding information on loan conditions for purchasing social housing under the State's support policies, the authorities will respond to project investors, the Social Policy Bank and commercial banks. Banks will base on the actual permission of the employee to accept the loan contract, with interest rates calculated reasonably and preferentially through the credit contract. Therefore, not all employees are entitled to the best interest rate support when purchasing social housing and should consider the opportunity for stable income, long-term work, and attachment to the enterprise later.
Importantly, according to Mr. Le Hung, the social housing program for workers is a major humane policy of the Government to create conditions for stabilizing the lives of workers with limited incomes. Instead of renting a house at a high price, living precariously for many years, workers who buy social housing will immediately have a house, settle down for a long time, and conveniently take care of their families. Calling for investment in social housing also helps urban planning to be clearer and more accurate, mobilizing the sense of responsibility of urban infrastructure investors, thereby attracting more resources for local economic development. Therefore, the Dak Lak provincial government is paying great attention to social housing projects, considering selecting investors with real capacity to implement, aiming at strategic visions for urban areas in the area and future urban communities.
