Launching a peak period to prevent and combat fake drugs and health protection foods

The Ministry of Health launched a campaign to combat counterfeit drugs, food, and smuggled goods to protect consumers from May 2025 with many strong measures being implemented.

The Ministry of Health has just sent a document to the People's Committees of provinces and centrally-run cities on the implementation of Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period to fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Provinces and cities launch peak campaigns to fight and prevent

The Ministry of Health said that implementing the Prime Minister's Official Dispatches No. 40/CD-TTg dated April 17, 2025, No. 41/CD-Ttg dated April 17, 2025 and No. 55/CD-TTg dated May 2, 2025, the Ministry of Health issued Official Dispatches No. 2352/BYT-QLD dated April 20, 2025 and No. 2936/BYT-QLD dated May 15, 2025 on strengthening the fight against counterfeit drugs, fake milk, and fake health protection foods.

The Ministry of Health requested the People's Committees of provinces and centrally-run cities to direct relevant agencies to launch a peak campaign in May to combat the production and trade of fake drugs, health protection foods, and milk of unknown origin.

On May 15, the Prime Minister continued to issue Official Dispatch No. 65/QD-TTg on launching a peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Implementing Official Dispatch No. 65/QD-TTg, the Ministry of Health requests the People's Committees of provinces and centrally-run cities to continue implementing the following tasks:

Launch a high-profile campaign to combat and repel smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement from May 15 to June 15 in accordance with the requirements of Official Dispatch No. 65/CD-TTg regarding pharmaceutical products, drugs derived from medicinal herbs, cosmetics, food, medical equipment, and insecticides and disinfectants used in households and medicine.

Report the implementation results to the Ministry of Health before June 20 for synthesis and reporting to the Prime Minister.

At the same time, continue to resolutely and effectively implement Official Dispatch No. 40/CD-TTg dated April 17, 2025 on handling the case of production and distribution of fake milk, No. 41/CD-TTg dated April 17, 2025 on handling the case of production and trade of counterfeit medicines and health protection foods and Official Dispatch No. 55/CD-TTg dated May 2, 2025 of the Prime Minister on strengthening coordination and strictly handling organizations and individuals involved in the production and trade of counterfeit medicines, fake milk and fake health protection foods; Official Dispatch No. 2352/BYT-QLD dated April 20, 2025 and No. 2936/BYT-QLD dated May 15, 2025 on strengthening the fight against counterfeit medicines, fake milk and fake health protection foods.

Localities coordinate with the Ministry of Health to implement on schedule and complete the assigned tasks in Plan No. 614/KH-BYT dated May 13, 2025 of the Minister of Health on the implementation of the above telegrams in provinces and cities.

Strictly handle the trading and business of fake drugs, smuggled drugs, and drugs of unknown origin.

The Ministry of Health also requested the People's Committees of provinces and cities to direct functional agencies (local Steering Committee 389, Health, Police, Market Management...) to step up inspection, control, and strictly handle the trading and business of counterfeit drugs, smuggled drugs, and drugs of unknown origin; focus on fighting and preventing organized crimes, effectively receiving and handling crime reports and denunciations, and managing conditional business lines and professions in the health sector in the area.

Provinces and cities promptly detect violations and signs of crime to coordinate with functional units to find the root cause, prevent, handle and recommend prosecution in case of violations according to the provisions of law.

Direct the Department of Health to coordinate with the Department of Science and Technology and related units to disseminate and request scientists and managers of the health sector to sign a commitment not to advertise or introduce false information, information lacking scientific basis or basis, or to exaggerate the features and uses of products without carefully verifying legal documents related to the products; to be responsible before the law if there is any act of false advertising.

Direct agencies and units to disseminate to all cadres, civil servants, public employees and workers to strictly implement public discipline, regulations, rules and working procedures; enhance responsibility, ethics and public service awareness; absolutely not be affected, influenced or have group interests in the process of handling administrative procedures related to appraisal, granting of operating licenses and product announcements in the medical field in the area.

Localities should strengthen the work of inspecting and supervising the implementation of regulations on preventing and combating corruption and negativity in order to promptly detect, correct and strictly handle acts of corruption, cover-up and tolerance according to the provisions of law.

Civil servants and public employees shall be legally responsible for any violations that occur during the performance of their duties; Chairmen of People's Committees of provinces and cities shall be fully responsible to the Prime Minister for any production, business, or sale of counterfeit drugs, health protection foods, cosmetics, or medical equipment in their localities.

The Ministry of Health requests the People's Committees of provinces and cities to continue to direct and effectively implement the contents of the fight to prevent and repel the crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and infringement of intellectual property rights mentioned above./.
