The 'Community Center 4.0' model

In Thac Gian and An Khe wards (Thanh Khe district), the "Community Center 4.0" model is being implemented as an innovative approach to building digital communities right from the grassroots level, starting from the residential areas themselves.

According to Mr. Tran Le Quoc Huy, Vice Chairman of the Thac Gian Ward People's Committee, the "Community Center 4.0" model is being piloted at the community centers of Trung Binh 3A and Trung Lap B3 residential areas. These centers are not only places for familiar group activities but also help residents access the technology environment in a friendly and approachable way. "Community Center 4.0 installs free Wi-Fi, is equipped with large screens connected to the internet, and integrates QR codes so residents can easily install and use convenient digital applications such as Danang Smart City, VNeID, etc. At the same time, the local government organizes digital skills training classes and guides on using online public services right at the community centers. Thanks to this, the community living space becomes modern and practical, contributing to promoting the comprehensive digital transformation process of the locality," Mr. Huy said.

Evaluating the model's effectiveness, Mr. Phan Van Anh, Secretary of the Party Branch of Trung Binh 3A area, affirmed, "The 'Community Center 4.0' shortens the gap between technology and people. Previously, many people hesitated to use smartphones or access online public services. Now, they can go to the community center to receive specific guidance, thereby becoming more confident in accessing technology. Regular awareness campaigns at the Community Center 4.0 will help people improve their awareness of information security, prevent high-tech fraud, and address the potential risks in today's digital society."

In An Khe ward, the "Community Center 4.0" model is being piloted in residential area 9 Tan Hoa. To be recognized as a "Community Center 4.0," each community center needs to meet the following criteria: stable Wi-Fi coverage, a large screen with internet connection, 100% of members of the community digital technology team must have personal digital signatures and bank accounts, and participate fully in digital skills training courses (MOOCs). In addition, the community center must organize at least two digital transformation awareness sessions annually, have QR codes guiding the installation of digital utilities, and have a clear digital address on the electronic map.

According to Ms. Vo Thi Tinh, a resident of Tan Hoa Ward 9, since the model was implemented, she and many other residents feel that technology is no longer unfamiliar. “Before, I didn’t know how to register for online medical appointments or look up social insurance information, but now I can do it easily thanks to the guidance I received at home. The model has helped people like us become part of the digital transformation process,” Ms. Tinh shared.

According to Mr. Tran Van Khanh, Chairman of the People's Committee of An Khe Ward, through activities such as guiding people on using public services, registering personal digital signatures, opening bank accounts, and learning digital skills, the model helps people form the habit of using technology in their daily lives. In addition, the "Community Center 4.0" model not only brings positive technological changes but also demonstrates modern management thinking, using people's satisfaction as a measure of effectiveness. In the future, this model will continue to be expanded, with small alleys and peaceful residential areas becoming important links in the digital network of a smart city where technology is no longer a barrier but a bridge connecting the government and the people.
