In Thac Gian ward and An Khe ward (Thanh Khe district), the model "4.0 Community House" is implemented as a creative way to build a digital community right from the grassroots, from residential areas.
According to Mr. Tran Le Quoc Huy, Vice Chairman of Thac Gian Ward People's Committee, the "4.0 Community House" model is being piloted at the community houses of Trung Binh 3A and Trung Lap B3 residential areas. This is not only a place to organize familiar collective activities, but also helps people access the technology environment in a friendly and close way. "The 4.0 Community House is equipped with free wifi, a large screen connected to the internet, and integrated QR codes so that people can easily install and use digital utility applications such as Danang Smart City, VNeID, etc. At the same time, the local government organizes digital skills classes and guides on how to use online public services right at the community house. Thanks to that, the community space becomes modern and practical, contributing to promoting the comprehensive digital transformation process of the locality," said Mr. Huy.
Assessing the effectiveness of the model, Mr. Phan Van Anh, Secretary of the Central Region 3A Party Cell, affirmed that “Community House 4.0” shortens the gap between technology and people. Previously, many people were hesitant to use smartphones or access online public services. Now they can go to the community house for specific instructions, thereby becoming more confident in accessing technology. Regular propaganda sessions at the community house 4.0 will help people raise awareness of information security, prevent high-tech fraud and potential risks in today's digital society.
In An Khe ward, the “4.0 Community House” model is being piloted in Tan Hoa residential area 9. To be recognized as meeting the “4.0 Community House” standards, each community house must meet the following criteria: have stable wifi coverage, have a large screen connected to the internet, 100% of members of the community digital technology team must have a personal digital signature and bank account, and fully participate in digital skills courses (MOOCs). In addition, the community house must organize at least two propaganda sessions each year on digital transformation, have QR codes to guide the installation of digital utilities, and have a clear digital address on the electronic map.
According to Ms. Vo Thi Tinh, a resident of Tan Hoa Ward 9, since the model was implemented, she and many other residents feel that technology is no longer strange. “I used to not know how to register for online medical examination or look up social insurance information, but now I can do it easily thanks to the instructions at home. The model has helped people like us become part of the digital transformation process,” Ms. Tinh shared.
According to Mr. Tran Van Khanh, Chairman of An Khe Ward People's Committee, through activities such as guiding the use of public services, registering for personal digital signatures, opening bank accounts, learning digital skills, the model helps people form the habit of using technology in daily life. In addition, the "4.0 Community House" model not only brings positive changes in terms of technology, but also demonstrates modern management thinking, taking people's satisfaction as a measure of effectiveness. In the future, this model will continue to be replicated, small alleys, and simple residential areas in the area will become important links in the digital network of a smart city where technology is no longer a barrier, but a bridge connecting the government and the people.
