During a recent business trip to Phu Loc district, we received a lot of unfavorable information from the industrial parks. Notably, among the industrial parks in Phu Loc, Huong Hoa industrial park in Huong Xuan commune (formerly Nam Dong district, now Phu Loc district) did not meet expectations, if not disappointing. Huong Hoa industrial park was established in 2005, with an area of 10.8 hectares, with the purpose of investing in infrastructure to attract establishments and production and business units in the industrial and agricultural sectors inside and outside the locality. However, the technical infrastructure here currently has nothing but a small traffic route, less than 800m long, starting at the intersection with Provincial Road 14B. Up to this point, Huong Hoa Industrial Park has only 3 enterprises registered to start production and business, the occupancy rate is about 40%... Not far south of Huong Hoa Industrial Park is Huong Phu Industrial Park in Huong Phu commune (formerly Nam Dong) with an area of over 20 hectares, also quiet with 2 enterprises registered to start production and business on an area of 3.26 hectares.
Participating in promoting the development of the coastal and lagoon industrial sector of Phu Loc district is Vinh Hung Industrial Park, when the Provincial People's Committee (now Hue City) approved its establishment in Decision No. 2615/QD-UBND dated September 27, 2011 with an area of over 20 hectares. Up to this point, Vinh Hung Industrial Park (Vinh Hung commune) is just a vast, uninhabited land. An official of Vinh Hung commune said that when it was first established, Phu Loc district planned to build infrastructure here for about 50 billion VND; at the same time, focusing on attracting investment in environmentally friendly industries... However, currently, Vinh Hung Industrial Park has not changed much compared to the beginning, wasting resources.
Mr. Duong Thanh Phuoc, Vice Chairman of Phu Loc District People's Committee, admitted that the local industrial clusters have not developed as expected. The reason is that the local budget is still limited, and the annual capital allocation is too little, so the investment in technical infrastructure for industrial clusters is still "half-hearted". With the policy of inviting enterprises to invest in industrial cluster infrastructure in Phu Loc, the locality has "laid out the red carpet" but it is very difficult to attract investors, because most of the industrial clusters are located far from the center, far from the main road, so investors are not interested when calculating the efficiency and economic efficiency in attracting secondary units and enterprises.

Not only Phu Loc has difficulty attracting investment in industrial parks, many districts and towns such as Huong Thuy, Phong Dien, Quang Dien ... are also in a similar situation. At Bac An Gia industrial park in Quang Dien district, although it has been planned for many years with a scale of 16.5 hectares to develop local industrial and handicraft sectors, due to the incomplete technical infrastructure of this industrial park, up to now the occupancy rate of the industrial park has only reached over 20%.

Industrial parks in the city are mostly invested by district and town levels; meanwhile, the infrastructure investment budget is limited, so many places only invest in small amounts, piecemeal, and some places invest "half-heartedly", thus not creating synchronization for industrial parks.
Most of the industrial parks operating in the city do not have a centralized wastewater treatment system. To solve this problem, there must be a synchronous planning from the beginning, with a series of stages from collection - treatment - discharge to receiving sources..., but this synchronization still has many shortcomings. Therefore, the environmental pollution from production activities in industrial parks has become a concern of many localities.

Evidence is at Thuy Phuong Industrial Park (Huong Thuy Town), although it was formed 3 decades ago, originally an industrial cluster - craft village that is considered a bright spot in supporting units and enterprises for effective production and business in the locality, the centralized wastewater treatment system is still not synchronous. Thuy Phuong Industrial Park has 74.63 hectares; of which 64.35 hectares are industrial land. Up to now, Thuy Phuong Industrial Park has attracted 37 projects, the occupancy rate is over 65%. In 2024, the total production value of enterprises in this industrial park will reach 1,199.03 billion VND, contributing to the state budget more than 43 billion VND; creating jobs for nearly 1,000 local workers. However, due to the lack of a centralized wastewater treatment system, the infrastructure has not been properly invested, affecting investment attraction...
In addition to Thuy Phuong Industrial Park, Huong Thuy Town also has two other industrial parks, Thuy Phuong 2, with an area of over 65 hectares, and Thuy Chau with an area of over 73 hectares, but these industrial parks have not yet been put into operation. To remove the "bottleneck" in the development of industrial parks, the Department of Economics - Infrastructure and Urban Areas of Huong Thuy Town is advising the town's leaders to review the planning for appropriate development in the coming period, in which, in the immediate future, priority is given to solving the needs of concentrated production and business for factories and production facilities located in residential areas.

According to the representative of the Economic - Infrastructure and Urban Department of Huong Thuy Town, the locality is currently focusing on supporting and clearing land to create clean land in industrial parks. At the same time, coordinating to create reasonable mechanisms and policies to attract enterprises with the capacity to invest in industrial parks and industries that do not cause environmental pollution; creating jobs, increasing industrial value. The goal of Huong Thuy Town is to avoid following the path of Thuy Phuong Industrial Park, and at the same time hoping to have many technical infrastructure investment projects according to the approved detailed planning, on schedule, in which priority is given to investing in wastewater and exhaust gas treatment systems... to meet the needs of production and business activities in new industrial parks. "Huong Thuy is establishing procedures to invite enterprises to invest in infrastructure of Thuy Phuong 2 and Thuy Chau Industrial Parks for more synchronous and effective management when state resources are still limited" - said the representative of the Economic - Infrastructure and Urban Department of Huong Thuy Town.
