- From July 1st, 2025, the amended Social Insurance Law of 2024 officially comes into effect, expanding coverage thanks to many new policies. In Lang Son , the Social Insurance Department of Region V is urgently implementing many practical solutions to expand the social security network for the people.
The amended Social Insurance Law of 2024 adds many new categories to the mandatory social insurance scheme, including: owners of registered individual businesses; managers of cooperatives who do not receive salaries; part-time workers at the commune, village, and neighborhood levels; and part-time workers… These are all groups of workers with flexible employment types who have not previously been covered by mandatory social insurance policies.
To implement the new regulations, from the beginning of the year, the Social Insurance Agency of Region V has developed a plan for thematic communication on the 2024 Social Insurance Law. This includes requiring affiliated units to proactively coordinate with relevant agencies and units to review, compile, and create lists of eligible participants according to specific groups; proactively develop communication scenarios suitable to the actual situation; and prioritize the use of digital and multimedia communication methods. From the beginning of 2025 to the present, the Zalo and Facebook pages of the Social Insurance Agency of Region V and its districts have posted over 300 articles with over 60,000 followers; and collaborated with mass media agencies to produce more than 30 news articles, reports, and features... to disseminate information about social insurance and health insurance policies, including new regulations on expanding and increasing rights and benefits, creating attractiveness to encourage workers to participate in social insurance.
Mr. Ha Dinh Hai, Deputy Director of the Social Insurance Agency Region V, stated: "The new points of the amended Social Insurance Law in 2024 demonstrate a humane approach, enhancing the attractiveness of social insurance and creating opportunities for more people to participate in and benefit from social insurance policies. We have developed a detailed plan, directed our subordinate units, coordinated with relevant units, reviewed and compiled lists of eligible participants according to specific groups."
In Bac Son district, according to a report from the district's Social Insurance agency, by mid-May 2025, approximately 100 people had been identified as eligible to participate in compulsory social insurance under the new regulations. Mr. Pham Tien Dung, Director of the district's Social Insurance agency, stated: "The biggest challenge is changing the 'no contribution, no benefit' habit of the people. For each specific group, we coordinate with the commune People's Committees and various associations to conduct direct awareness campaigns at village meetings, group activities, and organizations, clearly explaining the rights and responsibilities when participating in compulsory social insurance."
Similarly, in districts such as Loc Binh, Chi Lang, and Van Quan, the district-level Social Insurance agencies have coordinated with relevant authorities and commune-level People's Committees to cross-check and update business data, information on village and hamlet officials, and part-time workers. Through this process, they have initially identified over 1,000 people across the province who fall under the new mandatory social insurance regulations. Based on this, they have categorized these individuals and developed specific communication plans, focusing on disseminating information about the new regulations that are more beneficial to workers.
Ms. Tran Thi Mai, owner of a convenience store in Na Duong town, Loc Binh district, shared: "Previously, I thought social insurance was only for people working in state agencies. Now, thanks to the commune officials and the district's social insurance agency coming to my place to disseminate information, I know that I am eligible for mandatory social insurance and that I only need to participate for 15 years to receive a pension. I hope for clearer instructions so I can register soon."
According to the plan, in the last six months of 2025, the Social Insurance Agency of Region V aims to develop at least 3,500 participants in compulsory social insurance, with over 1,000 of them being new participants. To achieve this target, the Social Insurance Agency of Region V will continue to coordinate with the Department of Finance and tax authorities to receive data and organize the development of social insurance participants; direct subordinate units to divide target groups by geographical area and occupation; and strengthen communication through training conferences, direct dialogues, and social media, especially in residential areas, markets, and community activities.
The amended Social Insurance Law of 2024 opens the door to social security for thousands of workers. However, for the policy to truly be implemented, it requires coordinated efforts between the social insurance sector, local authorities, and relevant parties. With the proactive and decisive actions of the Social Insurance sector in Region V, it is believed that in the coming time, more and more people will be protected by social security policies, gradually moving towards the goal of universal social insurance.
