Expanding the safety net

- From July 1, 2025, the Law on Social Insurance (amended) 2024 officially takes effect, expanding coverage thanks to many new policies. In Lang Son , Social Insurance Region V is urgently implementing many practical solutions, expanding the social security network for people.

The Law on Social Insurance (amended) in 2024 adds many new subjects to the list of subjects participating in compulsory social insurance, including: registered individual business owners; unpaid cooperative managers; part-time workers at the commune, village, and residential group levels; part-time workers... These are all groups of workers with flexible jobs, which have not been covered by compulsory social insurance policies for a long time.

In order to realize the new regulations, from the beginning of the year, Social Insurance Region V has developed a plan to carry out specialized communication on the Social Insurance Law 2024. In particular, it requires affiliated units to proactively coordinate with relevant agencies and units to review, synthesize, and make a list of people eligible to participate in each specific group; proactively develop communication scenarios suitable to the actual situation; prioritize the use of digital communication and multimedia communication forms. From the beginning of 2025 to now, the zalo and facebook pages of Social Insurance Region V and districts have posted over 300 articles with over 60,000 followers; coordinated with mass media agencies to produce more than 30 news, articles, reports... to propagate social insurance and health insurance policies, including new regulations on expanding and increasing rights and benefits, creating attractiveness to attract workers to participate in social insurance.

Mr. Ha Dinh Hai, Deputy Director of Social Insurance Region V said: The new points of the Social Insurance Law (amended) in 2024 demonstrate humanity, help increase the attractiveness of social insurance, create conditions for more people to have the opportunity to participate and enjoy social insurance policies. We have developed a detailed plan, directed affiliated units, coordinated with related units, reviewed and made a list of people eligible to participate in each specific group.

In Bac Son district, according to the report of the district Social Insurance, by mid-May 2025, about 100 people had been screened to meet the conditions for participating in compulsory social insurance under the new regulations. Mr. Pham Tien Dung, Director of the district Social Insurance, informed: The biggest challenge is to change the habit of "no contribution - no benefit" of the people. For each specific group, we coordinate with the Commune People's Committee, mass organizations to directly propagate at village meetings, mass organization activities, groups, and teams, clearly explaining the rights and responsibilities when participating in compulsory social insurance.

Similarly, in Loc Binh, Chi Lang, Van Quan districts... District-level Social Insurance has coordinated with functional agencies and commune-level People's Committees to compare and update business data, information on village and hamlet officials and part-time workers. Thereby, initially identifying more than 1,000 people across the province in the group participating in compulsory social insurance under the new regulations. From there, classifying subjects, building specific propaganda plans, focusing on propaganda on new regulations that are more beneficial to workers.

Ms. Tran Thi Mai, owner of a convenience store in Na Duong town, Loc Binh district, shared: Before, I thought social insurance was only for people working in state agencies. Now, thanks to the commune officials and the district social insurance agency coming to my place to propagate, I know that I am eligible to participate in compulsory social insurance and only need to participate for 15 years to receive a pension. I hope to have clear instructions so that I can register to participate soon.

According to the plan, in the last 6 months of 2025, Social Insurance Region V strives to develop at least 3,500 people to participate in compulsory social insurance, of which the new group accounts for more than 1,000 people. To complete this target, Social Insurance Region V continues to coordinate with the Department of Finance and tax authorities to receive data, organize the exploitation and development of social insurance participants; direct affiliated units to divide the management groups by area and profession, promote communication through training conferences, direct dialogues and social media, especially in residential areas, markets and group activities.

The 2024 Social Insurance Law (amended) opens the door to social security for thousands of workers. However, for the policy to truly come into effect, it requires synchronous coordination between the social insurance sector, local authorities and relevant parties. With the proactive and drastic actions of the social insurance sector in region V, we believe that in the coming time, more and more people will be protected by social security policies, gradually moving towards the goal of universal social insurance.
