Social Insurance Law No. 41/2024/QH15 (abbreviated as Social Insurance Law 2024) takes effect from July 1, 2025. Compared to the Social Insurance Law 2014, the Social Insurance Law 2024 has many changes, aiming to improve people's benefits. In particular, according to the provisions of the law, there are more cases subject to compulsory social insurance participation. The new regulations open up opportunities for employees to access social security policies, enjoy regimes and benefits when sick, pregnant, retired, etc.
According to the 2024 Social Insurance Law, Ms. Ngo Thi Huong in Tan Hung commune, the owner of an agricultural business household, is eligible to participate in compulsory social insurance. Ms. Huong shared: This is a regulation that benefits workers and meets the expectations of many people. Previously, I participated in voluntary social insurance. However, according to current regulations, when participating in voluntary social insurance, I am entitled to the following benefits: maternity allowance, retirement, death, and occupational accident insurance. Currently, when participating in compulsory social insurance, in addition to the above benefits, I am also entitled to sick leave. Therefore, although I have to deduct a portion of my monthly income to pay compulsory social insurance, I feel secure. The payment method is quite flexible, I can choose to pay monthly, quarterly or semi-annually, which is suitable for my financial balance.
Not only business owners with business registration, many other cases are also subject to compulsory social insurance. Specifically, the Law on Social Insurance 2024 stipulates cases of compulsory social insurance participation including: Business owners of business households with business registration; business managers, controllers, representatives of state capital, representatives of enterprise capital at companies and parent companies as prescribed by the Law on Enterprises; members of the Board of Directors, General Directors, Directors, members of the Board of Supervisors or controllers and other elected management positions of Cooperatives, Unions of Cooperatives as prescribed by the Law on Cooperatives who do not receive salaries; part-time employees whose monthly salary is equal to or higher than the lowest salary used as the basis for compulsory social insurance contributions; part-time workers in villages, residential groups... Exploiting and developing compulsory social insurance participants is considered by the social insurance sector as an important solution to expand social insurance coverage. According to the synthesis of the provincial social insurance agency, by the end of June 2025, the whole province had 514,418 people participating in compulsory social insurance, an increase of 7.5% over the same period in 2024, reaching 95.4% compared to the plan assigned by Vietnam Social Insurance. Comrade Nguyen Thanh Ba, Deputy Director of the provincial social insurance agency, said: The 2024 Social Insurance Law has amended and supplemented regulations on determining participants, including regulations on expanding compulsory social insurance participants in accordance with changes in labor relations, socio -economic development conditions and workers' lives. In order to bring the 2024 Social Insurance Law into life as well as successfully complete the assigned targets and plans, the provincial social insurance agency continues to innovate the content, form and methods of propaganda in accordance with the characteristics and specific nature of each group of subjects. Focus on promoting the advantages of modern, multimedia communication forms and methods on internet applications; ensure that people can best access all information on social insurance policies. Currently, the provincial Social Insurance continues to promote information and propaganda about cases subject to compulsory social insurance participation according to new regulations; coordinate with relevant units to review and notify business owners about compulsory social insurance registration.
