People need to be vigilant against hostile forces' activities against the streamlined revolution in cyberspace.
On social media platforms, just by searching for information about the implementation of the streamlining of the apparatus, you will see articles by reactionary subjects using the trick of cutting and distorting information to steer and shape public opinion. More dangerously, these subjects have connected with each other to make clips and videos of "exchanges" and "interviews" with subjects who call themselves "scholars" and "experts" to analyze and comment on the political situation in the country, especially based on information about the disciplinary action of a number of high-ranking leaders of the Party and State, then linking it with the roadmap for streamlining the apparatus to accuse and accuse the Party of "internally purging"; "a rule of law state but in reality, the law is trampled and not respected"... Their purpose is to confuse public opinion, cause internal turmoil, break the solidarity and unity within the Party and the political system, shake the people's trust in the Party; and sabotage the reform of our country's public apparatus.
The above arguments are not only illogical but also contrary to the practice and theory of State management. It must be affirmed that streamlining the apparatus is an inevitable trend of modern State management. The reorganization of the apparatus is not only carried out in Vietnam but is an inevitable trend of every country in the world . Many countries have implemented administrative reforms to streamline the payroll, reduce the cumbersome apparatus, and improve operational efficiency, such as China (in 1982) focusing on restructuring, streamlining the apparatus, reducing the number of cadres and employees, and improving the quality of operations; Japan (in 2001) carried out a large-scale Government restructuring; the French Republic (in 1980) implemented restructuring to streamline the administrative apparatus to reduce the burden of public spending and improve work efficiency...
For Vietnam, in the process of building and developing the country, our Party and State always strive to innovate and reform to improve the effectiveness of leadership and management to better serve the people. The current revolution of streamlining the apparatus is no exception to that effort.
During his lifetime, President Ho Chi Minh always paid attention to the organization of the State apparatus and staff. Right from the early days of the country's founding and later times, his general view was to constantly improve work efficiency, arrange the appropriate number of people to both perform well the tasks of serving the revolution and the people, and save costs. He once clearly stated: "Government agencies and organizations, economic agencies and committees need to improve productivity, reduce the number of people"; "Practice rectifying staff, to reduce contributions to the people and add more forces to the work of increasing production"...
The determination to quickly, synchronously, accurately and effectively carry out the steps and roadmap to streamline the Party's apparatus has been and is demonstrating the political determination of the entire Party, the entire people and the entire army. In the article titled "Streamlined - compact - strong - efficient - effective - effective", General Secretary To Lam emphasized: "... To achieve strategic goals, it not only requires extraordinary efforts, outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step; to do so, it is necessary to urgently carry out the revolution in streamlining the organization and apparatus of the political system...".
In the cause of national construction and development, we are all familiar with distorted and untrue information about important policies and decisions of the Party and State, especially policies and decisions in apparatus reform. With the current revolution in streamlining the apparatus, we are simultaneously dealing with two enemies, one is the selfish, narrow-minded, jealous "ego", weakness of character, individualism; the other is hostile forces, reactionary elements. Therefore, for the revolution to succeed, first of all, on the people's side, we need to heighten our vigilance, not fall into the traps of the plots and tricks of hostile forces; resolutely fight to defeat all plots and tricks of peaceful evolution of hostile forces. For each cadre and party member, we must fight against the negative "ego" and individualism to effectively prevent manifestations of political degradation, moral qualities, and lifestyle from within.
