Mong Cai: Summarizing Resolution No. 18-NQ/TW and implementing plans to streamline the apparatus

On December 13, the Executive Committee of the Mong Cai City Party Committee, term XXIV, held the 27th Conference to summarize the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee of the Party, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" ; propose tasks, solutions and plans to reorganize and streamline the apparatus.

According to the report of the Party Executive Committee of Mong Cai City, closely following the content of Resolution No. 18-NQ/TW of the Central Executive Committee and the direction of the Central and the province, on the basis of the results of implementing Project 25, Resolution No. 19-NQ/TU dated March 3, 2015 of the Provincial Party Executive Committee, the city has focused on leading, directing, and resolutely implementing the reorganization of the apparatus, streamlining the payroll and has achieved positive results.

Party committees and authorities from the city to the grassroots have seriously grasped and implemented the policies, directives, resolutions and regulations of the Central and Provincial Party Committees on the arrangement of the apparatus and staffing in the political system in many diverse, practical and effective forms, creating high consensus and unanimity among the contingent of cadres, party members, civil servants, public employees and people of the city. Party grassroots organizations, departments, offices and public service units have been arranged in a streamlined direction, reducing focal points; functions and tasks have been reviewed and adjusted to ensure rationality, basically overcoming duplication and overlap. After the arrangement, merger and transfer, the units have maintained stable and orderly operations, improving operational efficiency. The implementation of the consolidation and merger model has contributed to innovating the leadership methods of Party committees and organizations, the direction and administration of the government; raising the responsibility of collectives and individuals, especially the leaders.

After implementing Resolution No. 18-NQ/TW, Mong Cai City has reduced 7 branches and grassroots party committees; reduced 3 public service units, 17 focal points in the health sector, 16 schools; reduced 1 ward and 1 residential area. Regarding the payroll, 9 positions in the Party and mass organizations were reduced; 32 civil servants in the government sector; 111 people receiving salaries from the State budget were reduced; 20 commune-level cadres and civil servants were reduced.

At the conference, the Mong Cai City Party Committee also discussed the plan to arrange and streamline the apparatus organization according to the roadmap, direction and guidance of the Central and the province, ensuring the principle of the Party's unified leadership in the overall innovation, arrangement and management of the apparatus organization and staffing of the political system. In the implementation process, closely follow the principles of the Party, the Political Platform, the Party Statutes, the Constitution and the Law; strictly comply with and implement the direction and orientation of the Central and the province on the arrangement of the apparatus organization, ensuring it is suitable to the practical situation of the city; ensure synchronization of the apparatus organization from the Central to the city, no overlap or duplication of functions and tasks between agencies and units; have a plan and roadmap to ensure that the new apparatus after the arrangement goes into effective and efficient operation immediately, smoothly, without interruption of work; synchronously implement the streamlining of the apparatus associated with restructuring and improving the quality of the staff; Building a team of cadres with sufficient qualities, capacity, prestige equal to the task, with reasonable staffing.
