After 3 years of implementing Resolution 18-NQ/TW, all levels and sectors have issued specific plans, institutionalizing the Party's major viewpoints through the 2024 Land Law and a system of documents guiding its implementation. The Law has contributed to removing obstacles in land management, reducing overlaps and creating a clear legal foundation.

However, implementation remains difficult due to the lack of uniformity in relevant laws, especially during the transition period at the local level. After one year of implementation, the 2024 Land Law has initially shown its effectiveness. The Government and ministries and branches have issued 9 decrees, 1 decision and 6 circulars guiding its implementation. Propaganda work has been stepped up, with more than 800,000 people participating in an online contest to learn about the Law and many popular conferences organized from the central to the communal level.
The Land Law 2024 not only creates a foundation for the accumulation and concentration of agricultural land, but also expands opportunities for multi-purpose land use, maximizing land resources to serve socio-economic development in the new period.

In Thai Nguyen, the province has proactively issued an Action Program to implement Resolution 18-NQ/TW. The Provincial People's Council issued 3 resolutions, the Provincial People's Committee issued 16 decisions to implement the 2024 Land Law. The dissemination and popularization of the Law has also been widely organized in various forms. To date, the province has appraised and approved the 2025 land use plan for all 9/9 districts and cities. At the same time, land has been recovered, compensated, supported, resettled, and allocated and leased for 1,938 projects.

At the Conference, delegates analyzed and evaluated the results, pointed out the shortcomings, and proposed amendments and supplements to the Land Law to further improve legal tools in this field.

In his concluding remarks, Deputy Prime Minister Tran Hong Ha affirmed: Land is a special resource that needs to be managed with innovative thinking and an approach based on a socialist-oriented market mechanism. He requested the drafting agency to fully absorb opinions, clarify land use rights, protect rice-growing land, ensure food security; encourage land accumulation; and remove overlaps between plans. At the same time, it is necessary to review regulations on inspection and dispute resolution in accordance with the two-level government model, study flexible exemption and reduction of land use fees for each locality, creating a driving force to attract investment and develop the economy. Thereby creating an important resource to promote national development in the new period.
