Some contents of the Plan to Improve and Enhance the Innovation Index (PII) of Ca Mau province in 2026.

On December 12, 2025, the People's Committee of Ca Mau province issued Plan No. 0232/KH-UBND on improving and enhancing the Innovation Index (PII) of Ca Mau province in 2026.

The PII (Provincial Innovation Index) is an index developed by the Ministry of Science and Technology in collaboration with the World Intellectual Property Organization since 2023, aiming to provide a realistic picture of the current state of socio-economic development models based on science, technology, innovation, and digital transformation.

In order to improve and enhance the Innovation Index (PII) of Ca Mau province in 2026, the Plan has set out objectives, tasks, and solutions to improve the PII in 2026, specifically as follows:

Specific target for 2026: Ca Mau strives to achieve a PII ranking of 23rd out of 34 provinces and cities nationwide. The goal is to have 4 out of 7 pillars and 50% of the component indicators above the national average.

Tasks and solutions (focusing on 7 pillars) concentrate on significantly and comprehensively improving all pillars and component indicators, especially the 6 pillars that are below the national average.

Institutions: Improve institutions, remove barriers, and turn institutions into a competitive advantage. Focus on policies that support businesses, develop the startup ecosystem, intellectual property, and administrative reform.

Human Capital and Research and Development: Improve the quality of education and training. Simplify administrative procedures in science and technology management. Strengthen linkages between science and technology organizations and businesses to apply research results to production.

Infrastructure: Upgrading and developing ICT infrastructure. Effectively implementing solutions to improve the e-government development index and attract investment.

Market development level: Effectively implement credit policies, promote exports, and organize trade promotion activities.

Level of business development: Encourage and support innovative startups, applying science, technology, innovation, and digital transformation to production. Focus on training highly skilled human resources.

Intellectual property, innovation, and technology: Research and technology transfer to enhance the value of key products. Implement intellectual property protection programs (trademarks, inventions, utility models) and support innovative startups.

Impact: Restructuring the agricultural sector towards high technology, linked with technical standards (GAP, VietGAP). Strengthening brand promotion, expanding markets and developing e-commerce models.

Simultaneously, to achieve the 52 component indicators as outlined in the Plan, the Chairman of the Provincial People's Committee has assigned responsibility to 5 departments and 7 agencies/units. These assigned units must develop detailed implementation plans and submit them to the Provincial People's Committee (via the Department of Science and Technology) before December 30, 2025. The Department of Science and Technology is the lead agency responsible for monitoring, compiling, and advising on the coordination and support for improving the PII index.

This plan emphasizes the need to identify the root causes and find timely solutions to significantly improve indicators with low scores, while maintaining and building upon indicators that have already shown positive progress.
