Regarding the orientation of some specific policies to be implemented immediately, the General Secretary concluded that it is consistent to implement the policy of periodic health check-ups for people at least once a year.
Assign the Party Committee of the Ministry of Health to develop a specific project and report to the Government for direction and implementation as soon as possible. Issues beyond its authority will be reported to the Politburo for direction.

Assign the Government Party Committee to direct the research and development of a project with a roadmap to gradually reduce the burden of medical costs for people, moving towards free hospital fees for all people in the period from 2030 - 2035.
Sharing about this major policy, Associate Professor, Dr. Dao Xuan Co, Director of Bach Mai Hospital, said that this is a major policy with extremely profound humanity, aiming to ensure that all people have the right to access medical services without worrying about costs. Implementing this will be a big step forward in the country's social security work.
"The General Secretary has given very clear instructions on the roadmap, first of all, priority is given to vulnerable groups such as the poor, people with meritorious services, children, the elderly... After that, we will move towards the goal of regular health check-ups and free hospital fees for all people, possibly in the 2030-2035 period, in which regular health check-ups at least once a year can be carried out from 2026.
To achieve this goal, it requires the coordination of functional agencies, the health sector and especially the whole society must participate, not just the health sector alone," the Director of Bach Mai Hospital shared.

Associate Professor, Dr. Dao Xuan Co believes that financial resources are the key factor. According to him, there are three main sources, which are developing universal health insurance, comprehensive and diversified forms of insurance.
Second, the state needs financial resources to invest, especially in remote, disadvantaged areas and in specialized healthcare.
Third, socialized resources - this is a very important resource. There needs to be a strategy to mobilize from businesses, philanthropists, and social funds. In developed countries, many non-profit hospitals operate effectively thanks to capital from socialization, from businesses investing in social security funds. The Party, State, and Government need to have a mechanism to strongly mobilize this resource to participate in people's health care.
"If we do a good job of mobilizing from all three of these sources, along with the current economic growth rate and the determination of the whole society, I believe that the goal of free hospital care by 2030-2035 is completely feasible," the Director of Bach Mai Hospital believes.
