According to Reuters, the US Department of Commerce recently announced a new package of sanctions expected to affect at least 140 integrated circuit manufacturers in China. This package of sanctions includes the possibility of banning the export of high-bandwidth memory modules (HBM) that work in tandem with GPUs for artificial intelligence (AI) applications.

China's semiconductor industry struggles with new sanctions

This is the third major package of sanctions by the US government aimed at curbing the development of China's semiconductor industry. The new measures are aimed at significantly restricting imports of chipmaking equipment that China needs to develop advanced semiconductors.

The sanctions package primarily targets Chinese companies that design and manufacture lithography equipment, with more than 100 of the 140 blacklisted companies being lithography machine manufacturers. While these companies have the capacity to manufacture their own equipment, they are still dependent on foreign components and could be exploited by the Biden administration.

Among the companies sanctioned, Naura Technology Group is considered the most important because it is one of China's leading manufacturers of lithography equipment. This sanction is sure to have a big impact on China and could be continued by the Donald Trump administration when he returns to the White House on January 20 next year.

The bans will also impact the commercial relationship between US companies and Chinese customers. Lithography equipment manufacturers in Malaysia, Singapore, Israel, Taiwan and South Korea will face trade restrictions from the US. However, manufacturing companies in the Netherlands and Japan will not be affected by the sanctions package thanks to the cooperation between the two governments and their US counterparts in preventing bans that could undermine their businesses. These include two of the world's leading lithography equipment manufacturers, ASML of the Netherlands and Tokyo Electron of Japan.
