Deputy Minister of Education and Training Nguyen Van Phuc awarded certificates of merit from the Prime Minister to four outstanding groups at the celebration ceremony.

Today (June 15), Deputy Minister of Education and Training Nguyen Van Phuc attended the 35th anniversary celebration of Ho Chi Minh City Open University (June 15, 1990 - June 15, 2025). The school is where he held the position of principal before transferring to work at the Ministry of Education and Training.
Speaking at the ceremony, Prof. Dr. Nguyen Minh Ha, Rector of Ho Chi Minh City Open University, said that the school was established on June 15, 1990 with the original name of Ho Chi Minh City Open Training Institute II, including 2 training faculties with 13 managers and staff. After 35 years, the school has developed with 13 faculties, 3 training centers and more than 850 staff, civil servants and employees, of which more than 40% have a doctorate degree or higher. Currently, the school trains 51 undergraduate programs, 12 master's programs and 8 doctoral programs, with a scale of more than 39,000 students. In particular, the school is the leading unit in the country in distance learning.
According to Professor Ha, in the past 5 years, the school has always been in the top 10educational institutions with the highest scientific research achievements according to the assessment of the Ministry of Education and Training. The school has developed 7 journals in different fields, recognized by the State Council of Professors to calculate scientific work scores in many fields. Of which, 2 journals have been included in the Southeast Asian Citation System (ACI).
The President of Ho Chi Minh City Open University aims to turn the school into a university that implements open education, application-oriented with high quality, based on 4 core values: improving knowledge and professional capacity; connecting with practice; serving the community; professionalism, creativity, efficiency.
In 2023, Dr. Nguyen Van Phuc was appointed as the principal of Ho Chi Minh City Open University at the age of 39. Before that, he held many other positions at the university such as: deputy head of the economics department, head of the economics department, and vice principal. From September 22, 2017, he was appointed by the Prime Minister to hold the position of Deputy Minister of Education and Training.
Having held the position of Rector of Ho Chi Minh City Open University for many years, Deputy Minister of Education and Training Nguyen Van Phuc expressed his joy and pride at the achievements that the school has achieved. In particular, the Deputy Minister highly appreciated the outstanding achievements of the school in recent times.
Retelling the old story, Deputy Minister Nguyen Van Phuc said that when the Covid-19 pandemic broke out, forcing the entire school system across the country to close, the education sector faced an "unprecedented" challenge. In that situation, the practical experience in online learning and teaching of Ho Chi Minh City Open University proved effective. The Ministry of Education and Training has absorbed these valuable experiences to promptly deploy nationwide, contributing to solving the difficulties of the challenging situation.
In the new context, Deputy Minister of Education and Training Nguyen Van Phuc requested the school to continue promoting the spirit of dedication and contribution to the country's education cause, especially in the context of digital transformation in education that is developing strongly as it is today.
