
This is an activity organized by the Steering Committee for foreign training and development programs in coordination with UTS, within the framework of implementing Conclusion No. 39-KL/TW of the Politburo on training and development of leaders and managers abroad using the state budget.
The course took place from November 8 to 22, 2025, with the participation of 18 leaders and managers from central and local departments, ministries and branches, led by comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission.
The training program is designed to combine modern theory with management practices in Australia, focusing on the following topics: innovation management in the public sector; digital transformation and application of artificial intelligence (AI) in policy making; Big Data analysis for socio -economic development; cyber security and information system resilience; national digital transformation strategy; smart urban models and leadership in the era of globalization.
In parallel with the study topics at the school, the delegation will participate in field trips and work at typical agencies and organizations, including the Australian Parliament in Canberra, New South Wales State Government agencies (finance agency and NSW digital transformation agency), Nokia Solutions and Network Group, UTS Tech Lab Innovation Center and Sydney Olympic Park Smart Urban Area.
The working sessions focused on exchanging experiences in organizational structure, policy planning, digital infrastructure development, human resource management and smart governance models in the e-government environment.
Speaking after the working session with the leaders of the University of Technology Sydney, comrade Huynh Thanh Dat expressed his gratitude for the warm welcome and the carefully and scientifically prepared training program.
He highly appreciated the content of the topics related to the requirements of governance innovation, knowledge-based economic development and digital transformation that Vietnam is implementing; at the same time, he affirmed that Vietnam is ready to expand cooperation with prestigious Australian universities and research institutes in the fields of training, research and knowledge transfer, aiming to develop high-quality human resources to serve the cause of national development.
Organizing the program at UTS, one of Australia's leading technology universities, demonstrates a shift in our Party's thinking in training cadres, from focusing on equipping knowledge to developing thinking capacity and practical management skills, meeting leadership requirements in the new era. This is not only an opportunity to access advanced management knowledge, but also an opportunity to reflect and compare to draw lessons suitable to Vietnam's reality, especially in areas requiring innovation such as digital transformation, green economy, smart cities and transparent public administration.
In the new era with new demands on knowledge, courage and creativity, the knowledge and experience from the course will be a practical source of support, contributing to promoting the process of building a team of highly qualified leaders and managers, meeting the requirements of national development in the new period.
