The National Assembly "finalized" that by 2025, GDP per capita would reach about 4,900 USD; the rate of trained workers would reach about 70%; the average social labor productivity growth rate would be about 5.3-5.4%.


On the afternoon of November 12, with 424/426 National Assembly delegates present in favor (accounting for 88.52% of the total number of delegates), the National Assembly passed the Resolution on the Socio -Economic Development Plan, in which the average GDP per capita strives to reach about 4,900 USD.

The National Assembly identified 2025 as the "year of acceleration, breakthrough, and reaching the finish line"; striving to achieve the highest results in the goals and targets of the 5-year Socio-Economic Development Plan 2021-2025.

Speed ​​up progress, ensure quality, promptly complete strategic and important national infrastructure projects and works, and effectively exploit new development space.

Focus on building high-quality human resources, especially for priority and emerging industries and sectors; strongly promote science and technology, innovation, digital transformation, green economy, digital economy, and circular economy in conjunction with ensuring security and safety to promote development.

The National Assembly has approved 15 key targets. Of which, the gross domestic product (GDP) growth rate is about 6.5-7% and strives for about 7-7.5%; GDP per capita reaches about 4,900 USD.

Notably, there are also the following indicators: The proportion of agricultural labor in the total social labor force reaches 25-26%; The proportion of trained labor reaches about 70%, of which those with degrees and certificates reach about 29-29.5%; The unemployment rate in urban areas is below 4%.

To achieve the goals, the National Assembly requested the Government and agencies to have strong and drastic solutions to remove institutions, overcome bottlenecks; review, supplement and perfect institutions and laws; focus on cutting and simplifying administrative procedures and business regulations, creating convenience and reducing costs for people and businesses.

Along with that, innovate thinking in law-making in the direction of both ensuring State management requirements and encouraging creativity, liberating all productive forces, and unblocking all resources; abandoning the mindset of "if you can't manage, then ban".

The National Assembly noted the need to remove difficulties and obstacles to restore and develop markets stably, healthily and sustainably, especially the financial market, gold market, corporate bond market and real estate market.

“Continue to perfect institutions, promote decentralization and delegation of power. The Central Government, the Government and the National Assembly play a role in creating and perfecting mechanisms and policies and strengthening inspection, supervision and accountability; do not allow responsibility to be passed on, resolutely eliminate the “ask-give” mechanism,” the resolution clearly stated.

To prioritize promoting economic growth, the National Assembly proposed continuing to operate a proactive, flexible, timely, effective, synchronous, harmonious, and tight monetary policy with a reasonable, focused, and key expansionary fiscal policy and other policies.

Projects that are decided to be invested in must ensure focus and key points, not be spread out or fragmented; resolutely eliminate projects that are not really necessary...

Focus on developing high quality human resources

In 2025, the goal of resolutely and persistently fighting against corruption, waste and negativity will also be thoroughly implemented, but with the condition of "not affecting or hindering" but to promote socio-economic development, not criminalizing economic and civil relations; promoting thrift practice and fighting waste.

The Government and relevant agencies are required to further strengthen the work of preventing and combating corruption, waste, and negative group interests; tighten administrative discipline and order associated with inspection, supervision, control of power and resource allocation, and improve enforcement capacity.

In particular, the National Assembly noted to strengthen the work of supervision, appraisal and post-inspection handling, especially the inspection conclusions monitored and directed by the Central Steering Committee on anti-corruption and negativity; effectively organize the implementation of legal provisions on implementing inspection conclusions, increase the rate of recovery of money and assets due to violations, negativity and corruption.

In particular, it is necessary to focus on developing high-quality human resources associated with promoting scientific research, developing and applying technology, promoting innovation, start-up and creative movements. Implementing social progress and equity, improving people's material and spiritual life and health...

The National Assembly also proposed focusing resources, especially financial resources, to complete a synchronous and modern strategic infrastructure system, prioritizing key and important national transport infrastructure projects, expressway systems, high-speed railways, inter-regional projects and large urban infrastructure, and digital transformation infrastructure.

In particular, according to the National Assembly's resolution, the Government needs to prioritize connecting the expressway system with airports and seaports and deploying high-speed railway and urban railway systems.

15 key targets for 2025

1. Gross domestic product (GDP) growth rate is about 6.5-7% and strives for about 7-7.5%.

2. GDP per capita is about 4,900 USD.

4. The average consumer price index (CPI) growth rate is about 4.5%.

5. The average social labor productivity growth rate is about 5.3-5.4%.

8. Unemployment rate in urban areas below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by about 0.8-1%.

10. The number of doctors per 10,000 people is about 15 doctors.

11. Number of hospital beds per 10,000 people reached 34.5 hospital beds.

12. Health insurance participation rate reached 95.15%.

13. The rate of communes meeting new rural standards is about 80.5-81.5%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 92%.
