The Minister of National Defense has just issued Directive No. 77/CT-BQP on promoting the work of overcoming the consequences of bombs, mines, and toxic chemicals/dioxin after the war in Vietnam.

Accordingly, the Ministry of National Defense assigned the General Staff of the Vietnam People's Army to direct functional agencies and units to review and determine implementation plans and roadmaps, and report to the head of the Ministry of National Defense in the fourth quarter of 2025 to direct the improvement of organization and staffing, and improve the capacity of forces tasked with overcoming the consequences of war caused by residual bombs, mines, and toxic chemicals/dioxin; and direct the Military Science and Technology Institute to continue promoting research and development of new technologies to serve the acceleration and breakthrough in overcoming the consequences of war caused by residual bombs, mines, and toxic chemicals/dioxin.

The General Department of Politics of the Vietnam People's Army directed functional agencies and units to step up propaganda to raise awareness and sense of responsibility of Party committees and commanders at all levels to effectively overcome the consequences of war caused by remaining bombs, mines, and toxic chemicals/dioxin; focus on domestic and international communication work to attract resources; organize and coordinate the implementation of regulations on regimes and policies; ensure security, safety and confidentiality.

The Engineering Corps and the Vietnam National Mine Action Center (VNMAC) accelerate the development of the Ordinance on overcoming the consequences of bombs, mines, and explosives; urgently complete in the third quarter of 2025 to submit for approval the national action plan for the period 2025-20230, and the national strategy until 2025 on overcoming the consequences of war caused by remnants of bombs and mines.

Urgently complete in the second quarter of 2025 the project on capacity enhancement to strive to complete the clearance of bombs, mines, and explosives left over from the war in the next 40 years; the first phase of the project will be implemented from 2026-2030 to clear over 700,000 hectares of land in areas where the search for martyrs' remains is being carried out, border resettlement areas, and key areas for socio-economic development, national defense and security.

The Chemical Corps and the National Action Center for Overcoming the Consequences of Chemical and Environmental Toxic Substances (NACCET) urgently organize and complete in the third quarter of 2025 the task of assessing dioxin contamination at Phu Cat airport (Binh Dinh), and submit for approval the treatment project in October 2025 to ensure completion in 2028. Organize and implement the project to investigate and treat dioxin contamination at 10 field airports to serve land use planning for military, defense and socio-economic development tasks.

Promote cooperation with the United States and other countries and international organizations to implement projects to support the improvement of the quality of life of victims of Agent Orange in 8 provinces heavily sprayed with toxic chemicals/dioxin, ensuring progress and quality; urgently complete the dossier in the second quarter of 2025 to submit for approval to implement the project in 3 provinces of Bac Lieu, Ca Mau, and Ben Tre from non-refundable ODA capital from the United States; in 2025, complete the statistics of victims of toxic chemicals/dioxin nationwide...

The Air Defense - Air Force continues to closely coordinate with the US authorities to organize the implementation of the dioxin contamination treatment project in the Bien Hoa airport area, phase 1, ensuring progress, quality and efficiency; urgently complete the procedures for signing adjustments to the US non-refundable ODA aid agreement to ensure funding for implementation and completion by 2030. Proactively remove difficulties and obstacles, closely coordinate with the authorities of Dong Nai province in conducting environmental monitoring of the project, clearing the dioxin-contaminated land outside the airport for treatment...
