Environmental pollution in Ninh Diem market: Urgent need to overcome

Recently, people living around Ninh Diem market (Dong Ninh Hoa ward) have reported that wastewater from the market has overflowed into the environment, emitting a foul smell, affecting people's lives and urban beauty. Local authorities and the Market Management Board are urgently implementing immediate solutions and recommending long-term infrastructure investment to overcome this situation.

Dirty water stagnates and smells bad

In recent days, continuous heavy rains have made the area around Ninh Diem market even more dirty, with black wastewater flowing all over the road, emitting a foul smell. Mr. Tran Thanh Tuan (Residential Group 2, Dong Ninh Hoa Ward) reported: “Previously, wastewater from the market was collected in the basement and flowed out the back, so it did not have much impact. Recently, wastewater has been discharged directly onto the road, flowing freely through the residential area, causing mud on the dirt road and leaving a foul smell, affecting the lives and activities of people in this area. We have reported many times but this situation has not been thoroughly handled.”

According to records, the area behind Ninh Diem market has a road leading from the market and intersecting with another dirt road, about 4m wide. This intersection is becoming a place to store wastewater. On the road surface, black mud stains have accumulated, flies are swarming around the trading area. The surrounding area is a densely populated residential area. People can only walk along both sides of the road. Some households have even built a path about 20cm higher than the road surface to avoid mud. According to local people, wastewater from fish washing, chicken and duck slaughtering activities mixes with rainwater to form a thick stream of water with a foul smell.

Not only the people, but also the small traders at the market are suffering from the polluted environment. Ms. Doan Thi Cam Van, who rents a shrimp stall at Ninh Diem market, shared: “Every trader knows that there is a lot of wastewater, the septic tank is overloaded, and it is not enough to pump it all out. Some people are selling chickens and ducks, some are washing fish and shrimp, the wastewater is just everywhere...”.

Infrastructure is not yet synchronized

According to authorities, in addition to the outdated drainage system that is not in sync with the new urban planning, the limited awareness of waste disposal among some traders also contributes to making the pollution situation worse.

Mr. Le Minh Tam - Chairman of Dong Ninh Hoa Ward People's Committee said that recently, the ward has directed the Market Management Board to conduct septic tank pumping; organize to thoroughly educate small traders, especially seafood sellers to discharge waste in accordance with regulations, minimizing the discharge of wastewater into the environment. The ward has proposed that the province pay attention to supporting investment in roads and synchronous drainage systems, connecting with resettlement areas to thoroughly handle the current flooding and pollution situation. Accordingly, in July 2025, the Ward People's Committee sent an official dispatch to the Provincial People's Committee to consider supporting funding from the provincial budget to invest in a number of essential works and urban embellishment. In particular, the ward proposed the province to support about 1.1 billion VND to invest in a 5.5m wide, 170m long concrete road section from Le Hong Phong Street to Ninh Diem Market (the polluted area mentioned above) and synchronously connect with Phu Tho 2 Resettlement Area. In early October, the Provincial People's Committee agreed with the proposal of the Department of Finance to support communes and wards to invest in urgent projects in 2025, including the above project.

On the other hand, Dong Ninh Hoa ward has also sent a document to the Provincial People's Committee and the Department of Finance proposing to include the project to build a new Dong Ninh Hoa market (near the old market) in the medium-term public investment list for the period 2026 - 2030. The location of the new market is consistent with the approved planning. According to the leader of the ward People's Committee, the construction of a new market in the coming period is necessary to address the increasing shopping and exchange needs of local people, contributing to creating momentum for socio -economic development of the ward and solving urgent issues of food safety, environmental sanitation, etc.

Ninh Diem market is a type III market, with a scale of more than 120 stalls, of which about 50 stalls sell fresh seafood; the market is relatively busy in this area. In addition to serving the shopping needs of the people, with a location near the fishing port, abundant fresh seafood sources, reasonable prices, Ninh Diem market is also a tourist attraction for many tourists, especially Dak Lak tourists when coming to Doc Let beach, Ninh Van beach...
