Conference to review the socio-economic situation in the first 6 months of the year and deploy key tasks for the last 6 months of 2025

(binhdinh.gov.vn) - On the morning of June 19, at the Provincial People's Committee Headquarters, Chairman of the Provincial People's Committee Pham Anh Tuan and Vice Chairmen of the Provincial People's Committee Nguyen Tuan Thanh, Nguyen Tu Cong Hoang, Lam Hai Giang chaired a conference to assess the socio-economic situation in the first 6 months of the year and deploy key tasks for the last 6 months of 2025. The conference was connected online to districts, towns, cities and communes, wards and towns in the province.

The report at the conference said that in the first 6 months of 2025, the province's socio -economic situation continued to maintain stability and recover and develop. Gross regional domestic product (GRDP) in the first 6 months of 2025 is estimated to increase by 8.1% over the same period; of which: Agriculture, forestry and fishery increased by 3.3%; industry and construction increased by 11.4% (industry alone increased by 11.3%; construction increased by 11.6%); services increased by 9.0%; product taxes minus product subsidies increased by 6.3%.

A bright spot in the economic picture is the sharp increase in the number of investment projects in the province. From the beginning of the year to June 15, 2025, the province attracted 58 investment projects with a total registered investment capital of VND 43,085.3 billion. Compared to the same period, the number of registered investment projects increased by 141.6%. Disbursement of public investment capital continued to be promoted, the value of disbursed public investment capital managed by the province in the first 6 months of the year is estimated at VND 4,514 billion, reaching more than 53.6% of the plan assigned by the Prime Minister and more than 47.6% of the plan assigned by the Provincial People's Council. Total state budget revenue in the first 6 months of 2025 is estimated at VND 9,284 billion, reaching 53.3% of the annual estimate, up 43.1% over the same period. Of which: Domestic revenue (excluding land use fees; lottery; dividends, distributed profits and remaining profits) was 4,312.2 billion VND, reaching 48.1% of the year's estimate, up 22.3%.

Tourism activities continue to grow. In the first 6 months of the year, the number of visitors to Binh Dinh reached over 6.5 million, up 13.5% over the same period. Total revenue from tourists in the first 6 months of 2025 reached 16,000 billion VND, up 14.2% over the same period.

Agricultural production remained stable in terms of crop productivity and aquatic exploitation. Livestock production alone grew well, with the total pig herd, excluding weaned piglets, reaching 730,300, up 16.4%. Live pig prices remained high, above VND60,000/kg.

In the field of industry and trade, thanks to economic stimulus policies and the recovery of the supply chain, global growth has shown signs of improvement, creating favorable conditions for production and export activities. The index of industrial production (IIP) in the first 6 months of 2025 is estimated to increase by 9.03% over the same period. Export turnover in the first 6 months of 2025 is estimated to reach 902 million USD, up 4.9% over the same period and reaching 52.7% of the annual plan.

Cultural and social activities remain stable and secure, national defense and security are maintained, and hot spots are not allowed to arise.

Regarding the work of arranging the state administrative apparatus and restructuring public service units, up to now, Binh Dinh province has arranged administrative units and built a 2-level local government organization model; built a project to arrange Gia Lai province with Binh Dinh province, a project to arrange commune-level administrative units of Binh Dinh province in 2025. The work of building e-government, digital government, and applying information technology in state management activities continues to receive attention; administrative reform continues to be focused on; promoting the implementation of publicity, transparency, and simplification of administrative procedures, taking people and businesses as the center of service.

At the conference, delegates focused on discussing and resolving difficulties and obstacles to complete socio-economic development goals and targets, and were ready to enter a new development phase with new communes, wards, and provinces upon merger.

Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said that according to the divergence of socio-economic development targets, most of the targets for the first 6 months of 2025 were achieved and exceeded. Notably, after nearly 6 months of 2025, the whole province had 49 industrial production projects with a total investment of 3,341 billion VND put into operation, of which 4 key projects with a total investment of 2,135 billion VND contributed to promoting production growth, creating jobs and contributing to the budget. Pointing out the shortcomings in the first 6 months of the year, especially the handling of land encroachment and site clearance cases was still slow and congested, the progress of handling key tasks in some sectors and localities was still slow despite the province's determination.

Regarding the tasks for the last 6 months of the year, in the context that there are only 10 days left before the district-level government stops operating, Binh Dinh will merge with Gia Lai province, and 58 new communes and wards of Binh Dinh will officially operate from July 1, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested localities to focus on the handover of documents, tasks, and related finances specifically and clearly. Key leaders of the 58 new communes and wards review and prepare conditions to ensure that the new communes come into operation, paying attention to building specialized departments, working regulations, functions and powers of specialized departments, and especially arranging qualified professional staff to undertake the work.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan said that this was the last socio-economic meeting of the Binh Dinh Provincial People's Committee, with many emotions, and also the end of a historical period, opening a new page when forming a new Gia Lai province with many potentials and opportunities to reach out with a larger development space.

The Chairman of the Provincial People's Committee said that in the 2020-2025 period, the biggest thing that remains is the pride when the efforts of the entire political system have brought results, helping the homeland to develop more and more. During the restructuring period, the province still welcomed many investors to find investment and development opportunities. Many key projects and works have been, are being and will be implemented, creating a launching pad for the development of Binh Dinh. Notably, in the context of restructuring the organization, apparatus, administrative units, provincial leaders, departments, branches, district and commune levels, whether moving to new positions or about to retire, are still united, enthusiastic and responsible, still stick to the job, determined to complete the task until the last moment.

Regarding the tasks in the coming time, Chairman of the Provincial People's Committee Pham Anh Tuan requested the authorities at all levels in the province to focus on the work of merging new communes and wards and merging into the province on June 30, ensuring a "Refined - Compact - Strong - Effective - Efficient - Effective" apparatus. In the immediate future, tomorrow (June 20), the province will pilot the 2-level local government model in 58 new communes and wards with the following contents: processing, sending and receiving interconnected electronic documents, resolving administrative procedures in the 2 fields of civil status and meritorious people. On June 25, the entire system will be put into operation. In addition, continue to review and arrange personnel and cadres in the spirit of "right person for the right job", arrange facilities at the new commune and ward headquarters, ensuring that the new government goes into operation without interruption. This is the final, extremely important historical responsibility and mission of the Secretary, Chairman, Standing Committee, and Executive Committee of the district-level Party Committee before the end of the district-level mission.
