Attending the conference at Binh Dinh bridge were comrades: Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Steering Committee on science , technology development, innovation and digital transformation in the province; representatives of leaders of relevant agencies, units and localities; representatives of a number of enterprises providing digital platforms and technical solutions related to digital transformation.
Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee aims to concretize the major goals stated in Resolution No. 57 and Conclusion No. 130-KL/TW of the Politburo , focusing on ensuring that the new apparatus after the merger is not only streamlined in organization but must operate smoothly, effectively, efficiently, and best serve the people and businesses from July 1, 2025.
This is a timely and strategic step to concretize the arrangement of the apparatus organization associated with innovation in operating methods in the digital transformation period. The overarching goal is not only to ensure connectivity and synchronization throughout the entire political system, but more importantly, to create a modern, effective and efficient national governance model, in which people and businesses are truly placed at the center of all service activities.

The plan sets out two implementation phases, specifically: The urgent phase (until June 30, 2025), focuses on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025. There should be no interruptions or congestion in handling administrative procedures, affecting the normal operations of people and businesses.
Breakthrough phase (until December 31, 2025), fundamentally overcome the inherent shortcomings and weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.
The plan also clearly identifies specific objectives for each phase. Notably, from July 1, 2025 to the end of 2025, the provision of online public services on the National Public Service Portal for all administrative procedures eligible for provision of full-process online public services, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level. In particular, ensuring the maintenance and effective provision of 25 full-process online public services integrated on the National Public Service Portal to serve people and businesses; providing 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province; providing online public services for 1,139 administrative procedures with record components replaced by data, reducing paperwork and costs, etc.

Speaking at the conference, Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat, Deputy Head of the Steering Committee emphasized: Plan No. 02-KH/BCĐTW was issued in the context that the entire political system is actively and resolutely implementing major policies on perfecting institutions and policies on streamlining organizational apparatus and digital transformation to meet the requirements of interconnectivity and synchronization of digital infrastructure, digital data and online public services, contributing to serving people and businesses more promptly and effectively.
To successfully implement the Plan, Tran Cam Tu noted a number of key tasks: Promote the role and responsibility of leaders, Party Secretaries, People's Committee Chairmen, Ministers, and Heads of Central agencies in developing and approving the Implementation Plan of agencies and localities; directly direct, monitor, and take full responsibility before the Steering Committee, the Politburo, and the Secretariat for the implementation results.
Ensure synchronization, connectivity, and unity. Information systems and databases must be built according to the principles of connection - sharing - common use. Resolutely eliminate local thinking and information and data segregation; end the situation of fragmented, disconnected, and ineffective investment.
Taking people and businesses as the center with the highest goal of simplifying procedures, shortening time, reducing costs, and improving the satisfaction of people and businesses.
Closely monitor and seriously evaluate. The Central Steering Committee and the Standing Agency must thoroughly utilize digital monitoring tools and real-time data tracking boards to monitor the progress and quality of implementation of each agency and locality. Develop an early warning mechanism and strictly handle units that are slow, evasive, and irresponsible.
Comrade Tran Cam Tu requested ministries and branches to complete the announcement of the list of administrative procedures, restructure the process, connect and share data. Provincial Party Committees, City Party Committees and People's Committees of provinces and centrally-run cities need to proactively direct the arrangement of organizations, assign clear and unified focal points, ensure the implementation of the administrative procedure settlement system according to the 2-level model effectively, smoothly and without interruption; closely coordinate with the Standing Agency, the Steering Committee's Support Team and related units to promptly handle any problems and inadequacies arising during the implementation process.
