Improve the lives of workers in industrial parks and clusters

Over the past years, trade unions at all levels, agencies and enterprises in the province have always focused on implementing mechanisms and policies to improve the lives of workers and laborers in industrial parks and industrial clusters (IPs and ICs); ensuring that workers and laborers have equal access to and enjoyment of social services. Thereby creating motivation to help workers feel secure at work, promoting the sustainable development of enterprises and localities.

The province currently has 9 industrial parks and 13 industrial clusters in operation, creating jobs for more than 260,000 workers, mainly in fields such as textiles, footwear, electronics, refrigeration, mechanical engineering, etc.

Implementing the Project "Improving the lives of workers in industrial zones and clusters in the province for the period of 2022-2026", all levels, sectors and localities in the province have promoted the dissemination of the Party's guidelines, policies and laws of the State for workers, creating high consensus in the whole community and society on implementing programs and activities to improve the lives of workers. At the same time, it propagates and educates awareness, working style and discipline for workers, contributing to improving quality and increasing labor productivity.

To improve the income and working conditions of employees, Vinh Phuc focuses on attracting investment in projects using high technology and advanced production levels; strengthens direction and guidance for enterprises to review and promptly and fully implement policies and regimes for employees, especially issues related to salaries, bonuses and employee welfare regimes.

Trade unions at all levels continue to direct the negotiation and signing of collective labor agreements, organize dialogue conferences between employees and employers to improve working conditions, increase wages and income for employees. At the same time, regularly implement welfare programs, accompany and support employees in difficult circumstances.

In the past 2 years (2023-2024), the Provincial Federation of Labor (FFL) has signed cooperation agreements with many enterprises and units in implementing the program "Welfare for union members and employees in industrial parks of Vinh Phuc province"; giving gifts to hundreds of thousands of employees on the occasion of Lunar New Year with a total cost of more than 184 billion VND; visiting, giving gifts, and providing emergency support to 216 employees in difficult circumstances with a total amount of more than 860 million VND; supporting the construction and repair of houses for 20 union members with a total cost of 800 million VND...

Currently, in the province, there are 5 housing projects for workers and low-income people that have been completed and put into use with 1,623 houses. Since the beginning of 2025, Vinh Phuc has started construction of 2 social housing projects; it is expected that from now until the end of August, the province will start construction of 6 social housing projects with a scale of 2,190 houses.

In addition, bus routes in the province have been operating stably, many routes have invested in new, modern vehicles, meeting the travel needs of workers.

In the past 2 years, the province has supported more than 18.1 billion VND for more than 14,600 preschool children who are children of workers, preschool teachers, and independent, private preschools in areas with industrial parks.

By the end of 2024, the province will continue to issue Resolution No. 11 to support tuition fees for preschool children, high school students and students studying the continuing education program at high school level in the 2024-2025 school year.

In addition, the system of facilities, equipment, and human resources at medical facilities in areas with industrial parks and industrial clusters are regularly invested in. The whole province currently has 31 medical examination and treatment facilities that have implemented health insurance examination and treatment on holidays to serve workers.

The system of cultural and sports facilities serving workers continues to receive investment and upgrading. Currently, 9/9 districts and cities have cultural and sports centers; 100% of villages and residential groups have cultural houses. The Lap Thach district workers' cultural house project has been inaugurated and put into use; the Phuc Yen city and Binh Xuyen district workers' cultural houses are under construction; the Vinh Tuong and Tam Duong district workers' cultural house project and the Khai Quang Industrial Park workers' cultural house expansion project have received written approval for implementation.

From 2023 to present, the Provincial Federation of Labor has coordinated with agencies, departments, branches, and enterprises to organize many entertainment, cultural, artistic, and sports activities for workers and employees such as art festivals, folk dances for workers, civil servants, and laborers; art festivals for workers and employees in the dormitory area; football exchanges between male workers and laborers of strong teams in the enterprise; organizing 4 film screenings for workers and employees in the dormitories in Khai Quang ward... contributing to building a healthy cultural environment and life for workers and employees.

After more than 2 years of implementing the Project "Improving the lives of workers in industrial parks and clusters in the province for the period 2022 - 2026", up to now, the average income of workers in industrial parks and clusters has increased to 8.8 million VND/person/month; 100% of enterprises have established grassroots unions to propose, dialogue or negotiate with employers about workers' shift meals; 79% of enterprises have established grassroots unions to negotiate and sign collective labor agreements; organize screening for at least 5,000 workers/year; 100% of children of workers and clusters are exempted from tuition fees... The material and spiritual life of workers is constantly improving.

To continue to complete and exceed the project's objectives, in the coming time, the Provincial Federation of Labor will coordinate with agencies and enterprises to regularly inspect, examine and supervise the implementation of labor laws, policies and regimes for employees; promote propaganda and dissemination of laws, organize activities to improve the material and spiritual life of employees; attract investment, create jobs and ensure social security for employees...
