Attending the meeting at Vinh Phuc bridge were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for eliminating temporary and dilapidated houses and implementing policies for people with meritorious services in the province; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for eliminating temporary and dilapidated houses and implementing policies for people with meritorious services in the province; comrades members of the Steering Committee for eliminating temporary and dilapidated houses and implementing policies for people with meritorious services in the province.
Since its launch, the country has eliminated nearly 209,000 temporary houses (of which, 111,000 houses were inaugurated and handed over; 98,000 houses were started), reaching about 77% of the total demand. Since the 3rd Session, nearly 87,000 houses have been started and inaugurated, an average increase of 26 houses/locality/day.
According to the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, 100% of localities have reviewed and determined the progress of eliminating temporary and dilapidated houses in the province to be completed before October 31, 2025, ensuring compliance with the target required by the Prime Minister .
Of which, by May 7, 15 localities had completed the elimination of temporary and dilapidated houses. From now until October 31, 2025, the whole country needs to start construction of over 61,800 houses. Of which, about 24,800 houses are for people with revolutionary contributions; about 27,000 houses under the two national target programs; and about 10,000 houses under the Program to eliminate temporary and dilapidated houses.
At the meeting, delegates focused on exchanging and discussing frankly and responsibly, focusing on assessing the current status of the implementation results of eliminating temporary and dilapidated houses in ministries, agencies and localities; clarifying difficulties, obstacles and challenges in implementation as well as sharing experiences and approaches in directing, operating, allocating and mobilizing resources.
From there, propose key, breakthrough, and strong tasks and solutions to maintain momentum, maintain rhythm, maintain spirit, and maintain progress in implementing the Movement to eliminate temporary and dilapidated houses.
Concluding the meeting, Prime Minister Pham Minh Chinh affirmed that the Program to eliminate temporary and dilapidated houses nationwide is a program of profound human significance of the Party and State to the People; demonstrating the "gratitude" to those who have contributed to and sacrificed for the revolution through the ages; demonstrating the spirit of "mutual love and affection", great national solidarity, "national love and compatriotism", "the whole leaves cover the torn leaves", "the less torn leaves cover the more torn leaves"; demonstrating the responsibility of the Party and State towards the disadvantaged, the disadvantaged, people in special circumstances, ethnic minorities in remote areas, border areas, and islands.
On behalf of the Steering Committee, the Prime Minister acknowledged, highly appreciated and commended the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, the Ministry of Construction, the Ministry of National Defense, the Ministry of Public Security, the Banking sector, ministries, agencies, localities and sponsoring units for proactively and actively implementing effectively the assigned tasks and solutions, contributing to the very important initial achievements.
The Prime Minister also frankly pointed out some shortcomings, limitations as well as some lessons learned in the implementation. Regarding the program's goals, the Prime Minister reiterated that it is necessary to strive to basically complete the elimination of temporary and dilapidated houses by October 31, 2025. In particular, support for the construction of new houses or the renovation and repair of houses for relatives of martyrs before July 27; and for people with revolutionary contributions before September 2.
Regarding key tasks and solutions in the coming time, the Prime Minister requested all levels, sectors and localities to make greater efforts, greater determination, more drastic and effective actions, more focused and key, proactive, flexible and creative to successfully implement the program's goals.
Strengthen inspection, supervision and urging of policy implementation; diversify resources for program implementation; improve the effectiveness of coordination between agencies in the political system; strengthen propaganda, create motivation and inspire society.
The Prime Minister also requested ministries, branches, and provincial Steering Committees to promptly commend and reward, replicate good practices and typical examples, and consider disciplining those who are behind schedule and not proactive in carrying out the task of supporting the elimination of temporary and dilapidated houses.
Implementing the major policy of the Party and State and responding to the movement to join hands to eliminate temporary and dilapidated houses across the country, in recent times, Vinh Phuc has taken specific and drastic steps, clearly demonstrating a sense of responsibility and deep concern for the lives of the people, especially poor households, near-poor households, and policy families.
Speaking after the conference at Vinh Phuc bridge, Provincial Party Secretary Dang Xuan Phong requested departments, branches and localities to promote the spirit of initiative, creativity and flexibility in organizing implementation; be determined, resolute in directing and resolutely completing the support for building new and repairing houses for families of meritorious people, poor and near-poor households in the province before June 30.
