Police join hands to build new countryside

Over the past years, the Khanh Hoa Provincial Police force has continued to affirm its core role in ensuring security and order, making important contributions to the implementation of the National Target Program on New Rural Development (NRD). The provincial police units have synchronously deployed many solutions, from fighting and suppressing crimes to building the movement of All People Protecting National Security, creating a solid foundation for localities to complete the criteria of NRD, advanced NRD and model NRD.

Sweeping crime and social evils

Focusing on implementing criterion 19.2 on security and order in the new rural development program for the period 2021 - 2025, the police force of the whole province has stepped up the peak period of attacking and suppressing crimes and social evils, promptly preventing hot spots and law-breaking gangs. Thanks to that, the security and order situation in rural areas has always been maintained, creating favorable conditions for people to work and produce with peace of mind.

The security camera model in Van Phu commune has been effective in ensuring security, order and traffic safety in the area.

In Van Phu commune (Van Ninh district) - one of the first two communes in the province to be recognized as meeting the model new rural standards in 2024, the commune police force has proactively advised the Party Committee and the government to deploy many practical solutions. Previously, the locality had experienced theft, gambling, cockfighting, and youth gathering to cause trouble and use drugs. Faced with that situation, the commune police coordinated with departments, branches and organizations to build a movement for the whole people to protect national security; effectively deploying two typical self-management models: "People's patrol team" and "Security camera". These models not only support patrolling and detecting crimes but also contribute to raising people's awareness of law compliance. In particular, the fanpage "Van Phu Commune Police" has become an effective propaganda channel, providing legal information, security and order and receiving feedback from people for timely handling. Mr. Ngo Huu Nghiep - Chairman of Van Phu Commune People's Committee said: "Criterion 19.2 on security and order is a big challenge, but thanks to the close supervision and effective advice of the police force, the commune has achieved sustainable results. The regular police have ensured smooth communication from top to bottom, overcoming many difficulties to complete the task".

Currently, the province has 34 self-management models with 520 replication points, typically: "Fire prevention and fighting inter-family safety groups", "Self-managed motorbike taxi teams", "Traffic safety school gates", "Peaceful religious hamlets"... These models are effective in self-prevention, self-management, and self-protection at the grassroots level, contributing to resolving conflicts early and from afar and mobilizing people to actively participate in preventing and fighting crimes and eliminating social evils.

In Son Hiep commune (Khanh Son district), where more than 80% of the population are ethnic minorities and have just been recognized as meeting the new rural standards in 2024, the commune police have coordinated with village elders and prestigious people to propagate the law and mobilize people to strictly comply with local regulations. The "People's Patrol Team" model has been effective at tourist destinations such as Ta Gu waterfall, contributing to ensuring the safety of tourists and people. Mr. Cao Le Dan - a prestigious person in Ta Gu village shared: "People are excited because security and order are guaranteed. The village is no longer in a state of disorder, everyone is focused on doing business".

Promoting the role of grassroots security and order protection forces

From July 1, 2024, the Law on Security and Order Protection Forces at the Grassroots Level officially took effect. The provincial police have proactively advised the Provincial Party Committee and the Provincial People's Committee to synchronously deploy the law, perfecting 833 security and order protection teams with 2,654 members across the province. This force has become an "extended arm" of the regular police, participating in patrolling, disseminating laws, preventing and combating crimes, and preventing and fighting fires at the grassroots level. The effectiveness of this force's operations in many localities has been clearly recorded. Ms. Truong Thi Niem (Phuoc Hai Ward, Nha Trang City) commented: "Thanks to the security and order patrol team working with the local police, theft, karaoke after hours, and drug abuse have decreased significantly. People are very secure." Similarly, Mr. Vo Van Cang (Vinh Nguyen Ward, Nha Trang) said: "The security and order team helps ensure life and fire prevention and fighting in the locality."

In 2024, the whole province will have 71/90 communes meeting the new rural standards; 33 communes meeting the advanced new rural standards; 2 communes meeting the model new rural standards. Dien Khanh district has been recognized as a new rural district; localities such as Van Ninh, Nha Trang, Cam Ranh are completing documents for approval. The police force has organized 261 crime prevention and control propaganda sessions with more than 14,000 people attending; opened 8 training courses on security and order criteria for 1,400 grassroots cadres; received 382 crime reports andeducated 469 offenders.

Colonel Dinh Hong Nghiep - Deputy Director of the Provincial Police Department said: "In the coming time, the professional forces of the Provincial Police Department will continue to closely follow the locality; effectively advise the Party Committee and the government in ensuring security and order, especially in the context of the Ministry of Public Security implementing organizational streamlining from 2025".
