According to specialist doctor II Le Van Khoa - Director of the Department of Health, in recent years, the health system in the province has been arranged and arranged on the basis of widespread distribution, convenient for wide access of different segments of the population throughout the province. In addition to the existing medical facilities, in the period of 2021 - 2025, the province has put into operation the Oncology Hospital and Yersin Nha Trang General Hospital. At the same time, the province is continuing to speed up the completion of projects: Investing in the Medical Center of Ninh Hoa town and Van Ninh district, the Provincial Center for Disease Control; purchasing medical equipment for provincial hospitals and district medical centers; implementing investment procedures for the projects of the Provincial Traditional Medicine and Rehabilitation Hospital and building the Provincial General Hospital into a regional hospital in the South Central Coast.

Along with the facilities, the province currently has more than 7,420 medical staff , of which nearly 6,370 are public medical staff (accounting for 86%), the rest are private medical staff (accounting for 14%). The total number of doctors in the province is more than 1,630, of which 1,226 are doctors at public medical facilities; the number of postgraduate doctors is 622. The whole sector has 6 PhDs, 62 level II specialists, 273 level I specialists. The number of doctors/10,000 people is 12.9, exceeding the target set by the Resolution of the 18th Provincial Party Congress (ratio of 12.5 doctors/10,000 people). With the above human resources and facilities, the provincial health sector basically meets the health care needs of the people in the province.
Many mechanisms to attract human resources
According to Vice Chairman of the Provincial People's Committee Dinh Van Thieu, with the increasing demand for high-quality medical examination and treatment, the rapid development of science and technology and the requirements of international integration, improving the quality of medical human resources has become both an urgent and strategic task. Therefore, in the period of 2021 - 2025, the province has had many mechanisms and policies to support training and attracting high-quality human resources in the health sector. On January 15, 2021, the Provincial People's Council issued Resolution No. 04 on the Human Resource Development Program of Khanh Hoa province for the period of 2021 - 2025. Next, the Provincial People's Council issued Resolution No. 11 (dated September 23, 2022) on Regulations on the regime of supporting training, fostering cadres, civil servants, public employees and attracting talents in the province. Based on the resolutions of the Provincial People's Council, the Provincial People's Committee has issued a Plan to organize the implementation of tasks related to training and developing medical human resources in Khanh Hoa province. Up to now, the health sector has sent 30 doctors to receive training in level II specialists, 99 level I specialists, 20 masters; 19 level I pharmacists; 99 inter-graduate doctors; 37 inter-graduate pharmacists. Provincial general and specialized hospitals all have more than 50% of doctors with level I specialist qualifications or equivalent or higher. Provincial general hospitals have more than 68% of department heads and deputy department heads with level II specialist qualifications, doctoral degrees or higher.

In particular, on May 6, 2025, the Standing Committee of the Provincial People's Council issued Official Dispatch No. 253 agreeing in principle to allow the development of a special resolution of the province regulating the policy of training medical human resources for the Provincial General Hospital to become a regional hospital in the South Central Coast. At the same time, the Provincial People's Committee is requested to study and promptly draft a new resolution, regulating specific support policies, piloting implementation in a narrow scope of the Provincial General Hospital, with a number of specific policies related to postgraduate training, short-term training for medical staff in specialized departments; a special regime to support experts in training, technology transfer, and specialized medical techniques to take on the role of medical examination and treatment for the South Central Coast region...
With the province's specific policies, the training and development of high-quality medical human resources have initially achieved positive results, the quality of medical examination and treatment continues to be improved, and many new treatment techniques have been successfully implemented. Thereby, people have access to many upper-level treatment techniques, many patients have been saved in time, and the rate of referrals has been reduced...
At the workshop, delegates listened to presentations and many discussions, shared experiences and knowledge about achievements in healthcare development in the world and in Vietnam; introduced the model of implementing the construction of high-quality healthcare resources; digital transformation, building a smart healthcare system... At the same time, pointed out some limitations of the provincial healthcare sector in general and healthcare human resources in particular, such as: Unsynchronized healthcare infrastructure; State budget investment in healthcare is still limited, not meeting the requirements for implementing modern, breakthrough healthcare projects; the rate of socialized investment in healthcare is still modest. Regarding human resources, there is still a shortage of highly specialized and technical doctors; the support regime for training, fostering, attracting and retaining talents in the province has not attracted highly qualified and skilled doctors to work...
On that basis, the delegates proposed a number of solutions to contribute to the development of high-quality healthcare in the province, such as: Local budgets need to prioritize capital allocation for investment in developing the network of medical facilities; upgrading provincial hospitals in the direction of specialization and specialization, forming high-tech medical centers, etc.; increasing the rotation of doctors to lower levels; launching a movement for cadres and employees in the entire health sector to strive to be doctors of the 4.0 era. Professor, Dr. Doan Quoc Hung - Director of Clinical Training Division - Vinmec System proposed: "Khanh Hoa province should establish a high-quality medical human resource development fund to support scholarships for specialized training, technology transfer, and international cooperation; issue a mechanism for evaluating local expert doctors. At the same time, it is necessary to establish a network of "nuclear hospitals - academic satellites" between medical facilities inside and outside the province to enhance training, consultation, and continuous technology transfer; prioritize the development of housing, education, and social security for high-quality medical human resources, especially those with young families, to create an ideal living environment to retain them"...
Concluding the workshop, Vice Chairwoman of the Provincial People's Council Pham Thi Xuan Trang requested departments and branches to review and forecast the demand for medical human resources and local budget needs, and prioritize capital allocation for investment in developing the network of medical facilities in the area; advise on the issuance of a plan to implement the Health Facility Network Planning for the period 2021 - 2030, with a vision to 2050 in Khanh Hoa province, focusing on ensuring the acceleration of investment and construction progress, completing the exploitation of the Provincial General Hospital on schedule to become a regional hospital in the South Central Coast; consolidating and improving the capacity of grassroots health care. Ms. Pham Thi Xuan Trang also directed the provincial health sector to focus on synchronously deploying the electronic medical record system, digital prescriptions and personal health records connected to the national platform; applying AI in diagnosis, hospital management and disease forecasting. At the same time, develop remote medical examination and treatment services and smart medical applications to serve the people. In the context of drastically implementing the policy of promoting decentralization and delegation of power, the Provincial People's Committee needs to proactively forecast and develop feasible plans in mobilizing and using resources to implement better treatment policies for medical staff...
With the goal set out in Resolution No. 42, dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of national construction and protection in the new period, by 2030, Khanh Hoa strives to have 40 hospital beds/10,000 people, 19 doctors, 4 pharmacists, 33 nurses/10,000 people; more than 95% of the population is managed for health; the expanded vaccination rate reaches 95%; the rate of children under 5 years old with stunting is below 7.5%; basically ending the epidemics of AIDS, tuberculosis and eliminating malaria.
