Social insurance debt is still high

As of early May, Mai Linh Nha Trang Company Limited still owed more than 6 billion VND to the Social Insurance, making it impossible for employees to close their books to resolve the policies. At the same time, the company still owed employees' salaries, deposits of more than 100 million VND; many types of documents such as vehicle registration, vehicle purchase invoices, etc. have not been paid by the company to employees. Mai Linh Nha Trang Company Limited has seriously violated the law on social insurance, affecting the rights of employees. The Provincial People's Committee and relevant agencies have issued decisions to sanction violations against the company, but so far the company has not completely resolved the debts. At a recent meeting with relevant agencies, the company representative pledged to coordinate with the Social Insurance agency to complete procedures to close the books for urgent cases (workplace accidents, death, illness, etc.) before May 31, 2025. With the remaining social insurance debt, the company commits to complete it in the third quarter of 2025.

The above is just one of the units with long-term social insurance debts. In addition to Mai Linh Nha Trang Company Limited, there are a number of units in the province with large debts and lack of coordination with the social insurance agency to pay debts such as: Nha Trang Shipbuilding One Member Co., Ltd; Cam Ranh Shipbuilding One Member Co., Ltd; Water Supply and Drainage Construction Joint Stock Company No. 12; Marina Hotel Joint Stock Company; Truong An Construction Co., Ltd.

According to the report of the provincial Social Insurance, as of the end of April, the whole province had 1,546 units owing social insurance, health insurance (HI), unemployment insurance (UI), and occupational accident and disease insurance for 1 month or more with a total amount of more than 180 billion VND, of which 410 units owed for 6 months or more with a total debt of nearly 105 billion VND. The number of units owing social insurance for 6 months or more and the debt amount increased compared to the end of March. Nha Trang City has the largest number of units owing for 1 month or more in the whole province. Recently, the provincial Social Insurance has inspected 12 units owing social insurance, health insurance, and unemployment insurance for 3 months or more; at the same time, it continues to develop a plan to inspect more than 30 other units to urge and collect debts.

Deploy multiple debt collection solutions

With the debt situation in the first quarter still high, the Provincial People's Committee has issued an official dispatch directing the Provincial Social Insurance, the Provincial Police, districts, towns and cities to strengthen the collection of social insurance debts and expand the number of social insurance participants in the province. Mr. Pham Xuan Hai - Deputy Director of Management and Operation of the Provincial Social Insurance said that, implementing the direction of the Provincial Party Committee and the Provincial People's Committee, in the coming time, the Provincial Social Insurance will coordinate with the Department of Home Affairs; departments, branches and localities to strengthen solutions for debt collection, debt collection and handling of social insurance evasion. In addition to the solution of issuing documents urging debt collection to units with social insurance, unemployment insurance and health insurance debts, directly to units with debts of 1 month or more to urge, the Inter-sectoral Working Group for debt collection of social insurance and health insurance of the province and districts will further strengthen specialized inspection work.

The provincial Social Insurance also implemented a cooperation contract to collect and collect social insurance, health insurance, and unemployment insurance debts between the social insurance agency and banks. In particular, implementing the content that banks create conditions for businesses to open accounts at banks to borrow capital to pay social insurance, health insurance, and unemployment insurance, reducing financial pressure for businesses, because currently, the interest rates applied to social insurance, health insurance, and unemployment insurance debts are very high (interest rates for late payment and retrospective payment of compulsory social insurance, health insurance, and occupational accident and disease insurance are 0.322%/month; interest rates for late payment and retrospective payment of health insurance are 0.493%/month). At the same time, coordinating with banks to deduct from the deposit accounts of employers to pay social insurance debts. The provincial police coordinate with the provincial Social Insurance to review and prosecute crimes in the field of social insurance, health insurance, and unemployment insurance in accordance with the provisions of law.

To expand and develop the participants, the provincial Social Insurance will base on the survey data of enterprises to identify enterprises that have not participated in social insurance. Thereby, it will organize to each unit to guide the procedures for registering to participate in social insurance, propagate the policies and laws on social insurance, unemployment insurance, and health insurance. At the same time, organize dialogues between the Social Insurance agency and employers and employees to resolve difficulties in organizing and implementing social insurance, unemployment insurance, and health insurance policies at enterprises.
