Promoting economic development in ethnic minority and mountainous areas

With the support of preferential credit policies, Mr. Luong Van Man's family in Dao Tru commune (Tam Dao) boldly invested and developed livestock and crop farming models, bringing high economic efficiency.

Once a disadvantaged locality, with nearly 90% of the population being ethnic minorities, Dao Tru commune (Tam Dao) has now undergone a complete transformation. Infrastructure works such as electricity, roads, schools, and stations have been invested in and built spaciously and modernly; people have actively applied science and technology, introduced new plants and breeds into livestock farming, production, business development, and services.

Being present at the nearly 2-hectare farm of Mr. Luong Van Man's family, currently growing 300 pomelo trees, nearly 100 orange trees, 120 longan trees and 300 jackfruit trees, along with a row of barns raising 100 breeding and commercial pigs, we better understood the innovative thinking of the ethnic minority people here.

Mr. Man shared: With the attention and facilitation of all levels, sectors and localities, especially the support of preferential credit capital for ethnic minority people, my family has been more confident in investing and developing livestock and crop farming models, earning more than 200 million VND/year.

Mr. Ly Ngoc Mot, Chairman of Dao Tru Commune People's Committee, said: Ethnic affairs and ethnic policies of the State have created the consensus of the entire political system, solidarity and mutual assistance of ethnic minorities. Thanks to that, the appearance of ethnic minority and mountainous areas has changed significantly, the material and spiritual life of ethnic minorities has been clearly improved.

The whole province has 11 communes and towns in ethnic minority and mountainous areas with 40 ethnic minorities, including 59 thousand people living in 5 districts and cities: Tam Dao, Lap Thach, Song Lo, Binh Xuyen and Phuc Yen.

To concretize the Party's guidelines, many policies and strategies for socio-economic development in ethnic minority and mountainous areas have been issued. From 2022 to present, the province has directed the integration of ethnic policies with programs and projects such as the New Rural Development Program, the Sustainable Poverty Reduction Program, and the "Building Model Cultural Village" project.

In the period of 2019 - 2024, the province provided more than 30,000 free health insurance cards to ethnic minorities and the poor living in disadvantaged and mountainous areas of the province; organized medical examinations, treatment and free medicine distribution for more than 100,000 people, helping people in ethnic minority and mountainous areas have conditions to receive medical examinations, treatment, health care, and access to basic social services.

Along with that, technical structures and social infrastructure are invested in upgrading, especially rural traffic systems, irrigation works, schools, medical stations, electricity, cultural institutions, etc.

The work of preserving, maintaining and promoting the traditional cultural identity of ethnic minorities has been carried out effectively. Thanks to that, the material and spiritual life of people in ethnic minority and mountainous areas has been improved.

In 2020, the average income per capita in ethnic minority and mountainous areas reached 48 million VND, increasing to nearly 54 million VND by 2023; by the end of 2024, it reached more than 61 million VND, an increase of more than 1.2 times compared to 2020.

Up to now, the poverty rate in ethnic minority and mountainous areas has decreased to 0.98%; 11/11 communes in ethnic minority and mountainous areas have been recognized and maintained meeting new rural standards (NTM), of which 1 commune has been recognized as meeting advanced NTM standards.

Ethnic minorities in the province increasingly trust in the leadership of the Party and State, unite, actively participate in patriotic emulation movements, many typical advanced collectives and individuals of ethnic minorities have appeared in all areas of social life and units and localities in the province recognized by the Party, State, Party committees and authorities.

Continuing to exploit the potential and geographical advantages of ethnic minority and mountainous areas in the province; promoting economic development, ensuring social security, sustainable poverty reduction, the province continues to strengthen propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on ethnic minority and mountainous areas; promptly concretizing the Party's guidelines and policies, the State's laws on ethnic work and ethnic policies.

In particular, raising awareness of self-improvement, poverty reduction, socio-economic development; implementing well the democratic regulations at the grassroots level, creating conditions for people to actively participate in building and supervising the implementation of policies, programs, and plans for socio-economic development, national security and defense in the locality.
