According to people living and doing business in Nam Giap village, Duc Bac commune, Song Lo district, for many months now, the traffic density at the old Duc Bac ferry junction has increased dramatically, causing traffic congestion due to the narrow road, peaking in the early morning, afternoon and evening.
Ms. Nguyen Thi Hien, Nam Giap village, Duc Bac commune said: "Since Vinh Phu bridge was put into use, the traffic volume through Duc Bac commune has increased dramatically. Especially at this time, every day there are hundreds of large and small cars, including many trucks carrying soil, sand and heavy containers carrying goods from Viet Tri city, causing traffic congestion and potential safety risks."
Selling goods near the old Duc Bac ferry junction, more than anyone else, Mr. Nguyen Quoc Thien, Nam Giap village, is familiar with the image of large trucks passing through the inter-commune road.
Concerned about the situation of container trucks and "tiger pounces" constantly entering and exiting narrow, densely populated roads, he repeatedly livestreamed on social networks calling for intervention from local authorities.
Mr. Nguyen Quoc Thien said: “The inter-commune road, especially the old ferry junction area, is narrow and densely populated, but there are too many heavy vehicles carrying soil, rocks, and goods from Viet Tri city. They operate all day, running from morning to night without stopping, greatly affecting people's lives and posing a potential risk to traffic safety.”
According to Mr. Thien, most of the container trucks carrying these goods come from Thuy Van Industrial Park (Viet Tri), while the "tiger" trucks carry construction materials from Viet Tri to the industrial parks of Song Lo district.
Traffic density is very high, while this area has primary and secondary schools, so when students leave school, danger always lurks, and local people are always worried about traffic accidents. This situation has been going on for more than a year but there has been no radical solution.
On May 16, at the old Duc Bac ferry junction, we noted that although it was raining, every few minutes there were container trucks, "tiger trucks" carrying construction materials running from Vinh Phu bridge to Duc Bac commune. Notably, these trucks were more than ten meters long, when entering the curve, they formed an arc shape and the front and rear of the trucks were on each curve, which was very dangerous.
These container trucks pass through Nam Giap village, Duc Bac commune to enter Noi Bai - Lao Cai Expressway (IC6) or go to Phu Hau bridge (Lap Thach), to go to National Highway 2; while trucks carrying construction materials go to Song Lo Industrial Park. The old Duc Bac ferry junction area has become a "bottleneck" due to the steep terrain and small roads, so when these heavy-duty vehicles intersect, traffic jams often occur.
Discussing this issue, the leader of the People's Committee of Duc Bac commune (Song Lo) said that before Vinh Phu bridge was built, most container trucks used the highway, but now that the bridge is built, there are more vehicles traveling in the area, and many vehicles use the bypass to avoid Hac Tri bridge tolls. Many container trucks are more than ten meters long, with the head in one direction and the tail in another, when traveling on the road, causing danger to people and small vehicles.
Not only the inter-commune road, the left dike road of Lo River is also often congested due to high traffic density, mainly vehicles carrying construction materials. Faced with this situation, Duc Bac Commune People's Committee reported the situation to competent authorities and proposed solutions.
The relevant departments and agencies have sent staff to assess the current situation and study solutions such as installing speed bumps, speed limit signs, traffic light systems, etc. at suitable locations, but for many objective reasons, they have not been implemented yet.
Faced with the risk of traffic insecurity at primary and secondary schools, the People's Committee of Duc Bac commune has directed the commune police force, security and order teams, and local organizations to coordinate with schools to organize traffic flow before and after each school day.
When the activities are in order, the locality will assign the school to manage and maintain the implementation; install visual signs to promote traffic safety; encourage parents to line up neatly when picking up their children and not park their vehicles haphazardly on the street; provide financial support for schools to pour concrete and build traffic corridors in front of the school gates, creating convenient locations for parents to wait and pick up their children.
The leaders of Duc Bac Commune People's Committee requested competent authorities to soon have solutions to ensure traffic safety by planning and investing in access roads and bypasses for heavy-duty vehicles to Vinh Phu Bridge, or expanding inter-commune roads to minimize the danger caused by the frequent flow of heavy-duty vehicles, limiting the current traffic overload situation.
