
Effectiveness of legal labor working abroad
From 2020 to now, the whole province has nearly 3,600 workers legally going abroad to work in the markets of countries: Japan, Korea, Germany, Russia... Many workers after completing the contract have accumulated capital, vocational skills, foreign languages and continued to participate in the domestic labor market, contributing to promoting local socio -economic development.


In the first 9 months of 2025, Phong Hai commune guided 9 citizens to register to work in Korea, bringing the total number of workers working abroad to 41, including 25 in Japan, 9 in Taiwan, 5 in Korea, 1 in Germany and 1 in Malaysia.
Mr. Ngo Van Dung - Deputy Head of the Culture - Social Department of Phong Hai Commune, said: "Sending workers to work abroad brings practical results, helping many households have stable incomes and escape poverty. However, the commune also focuses on coordinating with businesses to closely manage and ensure the rights of workers, not violating contracts or being scammed."
Not only in Phong Hai, Bat Xat commune is also actively implementing solutions to support people to work abroad. The Department of Culture and Society has advised the People's Committee of the commune to issue a plan to solve employment and support workers to work abroad under contracts, integrated into the national target program for socio-economic development in ethnic minority and mountainous areas, and the sustainable poverty reduction program for the period 2025. The locality also coordinates with many reputable enterprises to organize the selection of workers to work in high-income markets.
In addition, the commune coordinates with the Provincial Employment Service Center to organize propaganda, disseminate information on the labor market, connect jobs and deploy recruitment campaigns for technical interns to Japan, Korea... From 2022 to present, Bat Xat commune has had 41 workers going abroad to work in countries and territories such as Japan, Korea, Taiwan, Russia and the Republic of Cyprus.
Mr. Nguyen Manh Hung - Chairman of Bat Xat Commune People's Committee, said: "The commune is strengthening job counseling and introduction; coordinating with the Provincial Employment Service Center and businesses to organize propaganda, support loans, career counseling, helping people access job opportunities abroad. At the same time, disseminating legal policies on labor and employment to highland villages."
Strict management, ensuring safety and benefits of employees
According to the province, in addition to positive results, the work of sending workers to work abroad still has some limitations. In particular, some localities have not paid due attention to the work of sending workers to work abroad under contracts; the management of employment service enterprises is still loose; the situation of workers going to work illegally, breaking contracts or residing illegally still occurs, affecting the reputation and cooperation opportunities of the province.
Faced with that reality, the Provincial People's Committee issued Official Dispatch No. 2175/UBND-VX dated September 14, 2025 on "Strengthening management and sending provincial workers to work abroad", clearly assigning responsibilities to each department, branch and locality to improve the effectiveness of state management, protect workers' rights and prevent violations of the law.

Accordingly, the Department of Home Affairs is the focal point for advising on policy implementation, directing the Provincial Employment Service Center to promote propaganda, consultation, and job referrals, especially for vulnerable labor groups. At the same time, strengthen inspection and assessment of the activities of enterprises with the function of sending laborers to work abroad, ensuring compliance with regulations. The Department of Foreign Affairs is in charge of promoting the signing of labor cooperation agreements with foreign localities, and at the same time coordinates in handling risks, protecting the rights and legitimate interests of laborers. Relevant units need to strengthen prevention, detection, and combat illegal brokerage and labor fraud; and guide people to clearly understand the risks of going to work "illegally".
Notably, the Provincial People's Committee requires communes and wards to identify the target of sending workers to work abroad as a key task in the annual socio-economic development plan. Local authorities need to proactively review and strictly manage the number of workers going and returning, while strengthening propaganda so that people clearly understand their rights and obligations when participating.

The province has determined that sending workers to work abroad is not only a solution for employment but also an open way for Lao Cai people to improve their qualifications, skills, and access advanced science and technology. However, management must be strict to ensure all activities are carried out in accordance with the law, safely and effectively.
With the synchronous participation of all levels, sectors and the consensus of the people, Lao Cai is aiming to make sending workers to work abroad under contracts a sustainable development direction, especially for ethnic minority and highland workers, to make an important contribution to the socio-economic development of the province in the period 2025 - 2030.
