Up to now, out of a total of 9 industrial parks operating in the province, 7 industrial parks have technical infrastructure that meets environmental protection requirements, and have built centralized wastewater treatment systems with a total designed capacity of 41,500 m3/day and night, including: Kim Hoa Industrial Park, Khai Quang Industrial Park, Binh Xuyen Industrial Park, Ba Thien Industrial Park, Binh Xuyen II Industrial Park, Ba Thien II Industrial Park and Thang Long Vinh Phuc Industrial Park; 2 industrial parks including Thai Hoa - Lien Son - Lien Hoa (Area 2 - phase 1) are building a centralized wastewater treatment system and Tam Duong II - Area A has not built a centralized wastewater treatment system due to problems with compensation and site clearance.
In order to strengthen the state management of investment projects in industrial parks in compliance with environmental laws, the Provincial Industrial Park Management Board actively supports, facilitates and quickly resolves administrative procedures for investors and enterprises to implement projects; expand production and business, increase investment capital or carry out procedures to adjust and supplement investment-attracting industries and occupations in the Environmental License approved by the Ministry of Agriculture and Environment; adjust project implementation progress, change investor information, rename investment projects in accordance with the progress of administrative procedures on environmental protection...
Organize propaganda classes and provide guidance on environmental protection for officials in charge of management and environmental protection of enterprises in industrial parks. Regularly inspect, urge and require investors in industrial park infrastructure to build technical infrastructure, especially centralized wastewater treatment systems to meet environmental protection requirements for concentrated production, business and service areas according to regulations.
In 2024, the Provincial Industrial Park Management Board organized 4 classes on propaganda and guidance on environmental protection for officials working in management and in charge of the environmental field in enterprises; organized 2 inspection teams to inspect the implementation of a number of legal regulations on environmental protection for 30 enterprises in the industrial parks.
In the first 5 months of the year, the unit organized 3 conferences to train, propagate and disseminate laws on environmental protection, prevention and response to environmental incidents, attracting 430 enterprises to participate; participated in the appraisal and granting of environmental licenses for 33 projects...
The inspection shows that, basically, enterprises in the industrial park have complied well with the legal regulations on environmental protection. However, there are still some enterprises that have not strictly complied with the regulations, including cases where enterprises have expanded, increased the scale and capacity of projects, changing the initial environmental protection plan but have not completed the procedures for adjusting and re-issuing the Environmental License, which violates the law on environmental protection and has been administratively sanctioned by competent authorities.
Enterprises' delay or failure to carry out environmental procedures leads to difficulties and obstacles for enterprises in the process of implementing procedures and items related to investment projects (issuing Investment Certificates and Construction Permits for enterprises).
The progress of completing technical infrastructure for environmental protection in some industrial parks is still slow and does not meet regulations due to the difficulties and prolonged process of compensation and site clearance in industrial parks.
Strictly complying with regulations on environmental protection and developing green and smart industrial parks has been and is a necessary direction for businesses to develop in a sustainable direction, in line with the general trend. In order to continue to improve the effectiveness of state management on environmental protection, the Provincial Industrial Park Management Board continues to urge and request investors in industrial park infrastructure to coordinate with local authorities and relevant agencies to speed up the progress of compensation, site clearance and investment in construction of technical infrastructure for environmental protection for industrial parks that have come into operation and new industrial parks with establishment decisions to ensure compliance with regulations.
Strengthening the dissemination and popularization of environmental protection laws for enterprises in industrial parks; proactively grasping information on the operations of enterprises in industrial parks and guiding, supporting, and resolving difficulties and problems in the operations of enterprises; stepping up inspection and supervision of compliance with environmental protection laws of enterprises operating in industrial parks, proposing to handle cases of environmental protection violations according to regulations.
In particular, businesses need to raise awareness and be responsible for fully implementing environmental procedures before putting a project into operation in accordance with legal regulations (including newly licensed projects; projects increasing capital, expanding scale, installing additional machinery and equipment, etc.), ensuring proper implementation of the contents of the Environmental License granted by the competent authority.
Proactively develop plans to prevent and respond to environmental incidents; arrange human resources and equipment to proactively respond to environmental incidents occurring during the production process.
