Improving the quality and capacity of civil enforcement staff

Deeply imbued with the thoughts of President Ho Chi Minh, the guiding viewpoints of the Central Committee and the Politburo on strong and comprehensive innovation of personnel work; building a contingent of cadres and personnel work must truly be the "key" task of the "key" issue in Party building work... In recent years, the work of organizing cadres in the civil judgment enforcement agency system has always received special attention from the Party Committee, the leaders of the Ministry of Justice and the General Department of Civil Judgment Enforcement, and has been identified as a breakthrough task in the whole Industry, meeting the requirements of civil judgment enforcement tasks in each period.

After 30 years of construction and development, up to now, the position of THADS agencies has been increasingly affirmed, the organization and apparatus of THADS agencies nationwide in general and Thai Nguyen province in particular have been improved, and the quality has been improved. Each professional title is basically arranged in accordance with the list of job positions in the THADS agency system.

Currently, the total number of administrative positions assigned to the THADS sector of Thai Nguyen province is 114 positions. THADS agencies in the province strictly implement the regulations of the Central Government, the Ministry, the General Department of THADS and local Party committees. Thanks to that, the work of cadres and management of the team of cadres and civil servants of THADS has changed positively, more orderly and strictly; political and ideological education, appointment, transfer, rotation... have closely followed the conditions, standards and procedures according to regulations. The quality of cadre work has been raised one step, contributing significantly to the implementation of assigned political tasks.

However, recently, a number of cases of THADS officials and civil servants embezzling and violating execution procedures and processes have been discovered and handled, causing public outrage and serving as a "wake-up call" in the management of officials and civil servants in the Industry.

There are still some cadres and civil servants in the THADS agencies in the province who are limited in professional skills and expertise, and do not meet the requirements of their tasks, which is one of the barriers to the development of the Industry...

With such existence and limitations, improving the capacity and quality of the staff and civil servants of the Industry is an urgent requirement of the organization of THADS staff of Thai Nguyen province, in order to successfully complete the tasks in the new situation and new period.

To continue to improve the quality and capacity of officials, meeting the requirements of civil judgment enforcement in the current situation, the provincial Department of Civil Judgment Enforcement continues to thoroughly grasp and effectively implement solutions, such as: Rectifying and strengthening discipline, administrative discipline, preventing corruption and negativity; promoting the responsibility of leaders, improving the effectiveness of public service activities and the prestige of the Civil Judgment Enforcement agency; continuing to review, amend, supplement, and complete internal rules, regulations, and working procedures, strictly controlling the activities of enforcement officers, examiners, and other civil servants in the performance of public duties.

Continue to consider personnel work as both a regular, continuous, and central task and a breakthrough solution in the coming time, focusing on consolidating and perfecting the organization of THADS agencies, promptly detecting, training, fostering, creating sources of personnel, and including them in the planning, especially young and capable and qualified personnel.

Focus on emulation and reward work to ensure fairness, objectivity, substance, and non-equalization, thereby creating a truly spreading motivation to each civil servant and worker...
