“Friendly, close, open, enthusiastic and quick to solve problems”... are the comments of Thanh Son residents (Kim Bang) after solving administrative procedures or meeting commune officials and civil servants.

Through specific and practical actions, such as: listening to and promptly resolving difficulties, problems, legitimate and legal aspirations of the people; proactively dialogue with the people, visit policy beneficiaries, families in difficult circumstances..., the head of the Party Committee, the government and the staff of Thanh Son commune have been trusted and loved by the people. Thereby, the people have more consensus and support for the Party Committee and the government in implementing policies and orientations on economic , cultural and social development.

Coming to the People's Committee headquarters to resolve some issues related to policies, Mr. Le Van Soan (residing in Thanh Non 2 village) met with Vice Chairman of the People's Committee of Vu Quang Hien commune to talk and express his proposals and wishes. Very sincerely and openly, the Vice Chairman of the People's Committee of the commune warmly welcomed and listened to his proposals and wishes in a receptive spirit, and at the same time explained to help Mr. Soan better understand the policies of the Party and State, which always bring legitimate benefits and a good life to the people. The Vice Chairman of the People's Committee of the commune also thoroughly analyzed the preferential policies directly related to people in difficult circumstances, policy families like Mr. Soan... The openness and sincerity in receiving, listening and exchanging of the leaders of Thanh Son commune made Mr. Soan very excited. As an old man, living alone, he realized more clearly the sincerity, warm feelings and responsible help from the officials of the local Party Committee and government.

Thanh Son commune officials resolve administrative procedures for people.

After finishing the administrative procedures related to her family, Ms. Pham Thi Hien (a resident of Thanh Non 1 village) left with a happy smile. He said: “I am very satisfied with the spirit of service and work settlement of the team of communal officials, especially the heads of the local Party Committee and government. When coming to the reception and return of results department at the headquarters of the Commune People's Committee, we are always welcomed with a sincere, close, and open attitude like family members. All administrative procedures are resolved on time and before the deadline. In particular, when the family has a funeral or a happy event, local officials always send letters of inquiry, sharing and timely encouragement. Not only that, for the lonely elderly and the needy without a place to rely on, the team of communal officials directly come to their homes to help settle the procedures, especially in villages far from the center such as Hong Son village, But Son village... We are very happy and trust and support the leadership and direction of the local Party Committee and government officials in organizing the implementation of the policies and guidelines of the Party and State”.

Effectively implementing the model of "Friendly Government serving the people" is one of the important solutions in the work of mobilizing the people's government. From that awareness, in recent times, the Party Committee and People's Committee of Thanh Son commune have always focused on leading and directing the implementation of the model with specific and practical solutions through arranging a reception room, an office for the reception and results department and a waiting room for the results of administrative procedures in a neat, scientific and convenient manner. At the same time, paying attention to fully investing in facilities and specialized equipment to serve the work of handling procedures and transactions of people with the government, such as: computers, printers, air conditioners, drinking water, etc. On the other hand, selecting and arranging civil servants with good qualifications, skills, professional experience, a spirit of learning, listening and wholeheartedly serving the people to perform tasks at the reception and results department.

Over the past 5 years, the commune's reception and results department has received over 4,800 records, of which 100% of administrative procedure settlement records were completed on time and before the deadline. Commune officials have delivered administrative procedure settlement results 25 times to the homes of elderly citizens, disabled citizens, lonely elderly people, and those with difficulty in traveling. Every week, the head of the commune's Party Committee and government directly goes to each hamlet and village to participate in a number of collective activities with the people, thereby listening to opinions and promptly resolving recommendations and proposals of the people right at the grassroots level. The commune's Party Committee Secretary periodically receives citizens 3 times a month, and the commune's People's Committee Chairman periodically receives citizens every Thursday.

Citizens' complaints and denunciations are all focused on and resolved quickly, in accordance with procedures and regulations; there are no mass complaints; there are no backlogs of complaints that last for a long time, or go beyond the level. The results of the resolution are agreed upon and supported by the people. Every year, the commune organizes dialogues between the heads of the Party Committee and the government with cadres, union members, association members, and people in the area. The Party Committee and the People's Committee of the commune assign cadres of sectors and organizations to directly participate in activities and carry out a number of collective activities with the people periodically in Party cell activities, people's meetings, synthesize and promptly reflect the opinions and recommendations of the people to the Standing Party Committee and the leaders of the People's Committee of the commune. Thereby, helping the Party Committee and the government promptly grasp and direct the resolution of 42 opinions and recommendations of the people at the grassroots level related to the fields of natural resources and environment, agricultural production, development of culture, health, education, and solving social issues...

Mr. Vu Quang Hien, Vice Chairman of Thanh Son Commune People's Committee, said: The sending of thank you, apology, congratulatory, and condolence letters is carried out by the Commune People's Committee according to the actual situation, suitable for each specific situation and circumstance. Congratulatory letters are sent to families with new members and couples who come to register their marriage. When a citizen passes away, the Party Committee, the government, representatives of organizations, and civil servants form a delegation to directly visit, encourage, and give condolence letters to the family's relatives. Since the implementation of the model, the Commune People's Committee has sent 401 letters of all kinds. The sending of letters of sharing and visiting on the occasion of special events of citizens has received the consensus, support, and affection of the people towards the local Party Committee and government. Through surveys and opinions, Thanh Son people and organizations are all satisfied with the spirit and service attitude of the team of civil servants, especially the heads of the Party Committee and government of the commune.

Through the model of "Friendly Government serving the people", Thanh Son not only helps to carry out well the work of governmental mass mobilization, effectively implement the policies and resolutions of local Party committees at all levels, but also helps the team of communal civil servants to train and improve their public service ethics as well as their qualifications, skills and work experience. This is also the basis for Thanh Son to effectively implement the Resolution of the 4th Central Committee (term XII) on strengthening the building and rectification of the Party and the political system, contributing to the effective completion of the annual socio-economic targets set by the locality.
