In 2022, Vinh Phuc will rank 5th in the country in terms of the proportion of digital economy in the total regional product (GRDP), reaching 22.87%. In order for the digital economy to develop, become a new growth driver for the province, and promote the digital transformation process in the area, it is necessary for people and businesses to proactively participate.

Vinh Phuc is currently among the leading provinces and cities in the country in terms of digital economy and is also among the localities attracting the most FDI capital in the country. Identifying digital transformation as an important task in the context of increasingly deep international economic integration, along with the issuance of many mechanisms and policies, assigning specific tasks to each department and branch, the province has promoted communication and training to raise awareness of digital transformation for people and businesses, especially the digital economy, which is one of the three important pillars of digital transformation.
One of the important criteria for evaluating digital economic activities is the development of the e-commerce sector.
Focusing on developing e-commerce, in recent years, the province has issued and effectively implemented e-commerce development plans for the 2016-2020 and 2021-2025 periods. In particular, digital infrastructure is determined to need to be "one step ahead".
There are currently 5 telecommunications, internet and pay TV service providers in the province. Enterprises have focused on investing in service quality, strongly developing value-added services towards customers; at the same time, the transmission infrastructure has been 100% fiber optic, creating an absolute advantage in bandwidth, speed and quality to fully meet the needs of using telecommunications services of people and businesses.
In addition, in supermarkets, large stores and traditional markets, barcode and QR code scanning devices are increasingly popular, helping to process orders accurately and quickly.
Payment methods via accounts or e-wallets such as Momo, VNPAY, Zalo Pay or Viettel Money have been widely exploited and used by people in online and direct payments.
Up to now, the province has established an e-commerce platform - Vinh Phuc province's online technology and equipment trading floor operating in the field of supplying machinery, technology and equipment with more than 2,000 participating enterprises.
E-commerce platforms such as Lazada, Shopee, Sendo, Tiki... and social networks such as Facebook, Youtube, Zalo... are commonly used by people and businesses in the province for shopping activities.
In addition, the province also supports bringing agricultural and handicraft products to the two e-commerce platforms Postmart.vn of Vietnam Post Corporation and Voso.vn of Viettel Post Joint Stock Corporation.
It can be affirmed that the e-commerce sector in the province has gradually developed strongly, especially from 2021 - 2023, Vinh Phuc has always maintained its position in the top 15 provinces and cities with the best e-commerce development index in the country; helping businesses and consumers access market information, significantly reducing transaction time and costs, marketing, developing relationships, finding partners, production costs, helping to make payments quickly, accurately and conveniently.
In the first 9 months of 2023, the added value (at current prices) of a number of sectors related to the digital economy in the province reached more than 24,000 billion VND, accounting for over 21% of the total GRDP. Up to now, 100% of educational institutions and medical facilities have deployed cashless payment solutions, and a number of medical facilities have deployed chip-based citizen identification card readers instead of declaring health insurance cards.
There are more than 10,000 small and medium enterprises using digital platforms in management, operation, production and business (accounting for 72%); the rate of enterprises using electronic invoices in the province reaches 100%; the rate of people aged 15 and over having transaction accounts at banks or other licensed organizations reaches 65 - 70%; the rate of people using electronic identification applications reaches 75%;...
Although Vinh Phuc is in the group of 15 provinces and cities with the best e-commerce development index in the country, compared to the leading provinces and cities in the country, it still has a large gap in e-commerce development score. The ratio of the number of businesses with websites, with functions of buying, selling, marketing, payment, and completing orders on the website compared to the total number of operating businesses is low, mainly only stopping at the form of promoting and introducing products.
Developing the digital economy is the focus of the digital transformation process. With the advantages of being in the group of leading provinces and cities in the country in attracting "foreign capital" and having a relatively developed electronics industry, Vinh Phuc has had many opportunities to promote the development of the digital economy, creating new growth momentum in the future.
To increase the proportion of digital economy in the province's GRDP and strive to have at least 300 digital technology enterprises by 2025 and at least 1,100 digital technology enterprises in the province by 2030, each industry must identify digital platforms to deploy and publicize to help businesses develop.
Build and effectively implement incentive policies for the development of digital technology enterprises, creating conditions for enterprises to develop digital products and digital content suitable to the needs of socio-economic development.
In particular, rapidly develop e-commerce on the basis of maximizing all resources, based on digital platforms and new technologies, taking it as an important tool to modernize the province's trade sector to approach major provinces and cities of the country in the coming period.
