The roadbed of the route is being compacted with crushed stone, preparing for asphalt paving by mid-September.

TL 15 is a small road more than 10km long, after many upgrades and renovations, it has created favorable conditions for trade between the center of Phu Bai ward and Phu Son commune (Huong Thuy town). However, facing the development trend, especially to create an important traffic route connecting Phu Bai Industrial Parks (IPs), the Provincial People's Committee has decided to implement the project (DA) to upgrade and expand some sections of TL 15 from the beginning of 2023. The project has a starting point connecting Hue bypass (QL1A) and an end point at the boundary of Phu Bai Industrial Park Phase IV. The length of this route is designed to be divided into 2 sections. Section 1 is nearly 1.1km long, with a 36m wide base; including 12m wide dirt roadside on both sides and a 10m wide median strip in the middle. Section 2 is nearly 300m long, with a 61.5m wide roadbed, including 14m wide dirt roadside on both sides; The median strip with the ecological ditch and the reserved land is 33.5m wide. On the route, the new Mo Rui bridge is built with prestressed reinforced concrete, more than 44m long, more than 33m wide (including sidewalks and railings...), with a traffic safety system (ATGT); box culverts, drainage channels on both sides... The route is of high-class A1 type, dense asphalt concrete..., with an implementation cost of more than 103 billion VND; of which the construction item is more than 84 billion VND.

Visiting the construction site on a day in late August, the whole space was bustling with the sounds of excavators, rollers and workers working on each section of the route. At the end of the route, the roadbed is in the final stages of completion, many sections have been compacted with crushed stone and concrete has been laid on the slope of the ecological ditch nearly 160m long. At the beginning of the route, the Mo Rui bridge has taken shape, groups of engineers and workers are constructing the final items to make the asphalt base, preparing to connect to National Highway 1A (Hue bypass).

The representative of the construction contractor of Thua Thien Hue Road 1 Joint Stock Company shared that taking advantage of the sunny days, engineers and workers worked overtime at the construction site according to the plan. Because the upgraded investment section is located on TL 15, a vital traffic route, there are many vehicles and people passing by, especially specialized vehicles transporting garbage from various places to Phu Son Waste Treatment Plant for treatment, so the unit always focuses on covering and dividing the traffic flow to ensure traffic safety day and night.

Engineer Nguyen Tran Nam Viet, project supervision consultant (Provincial Traffic Construction Investment Project Management Board (DAĐTXDCTGT), said that after completing the preparation work, the project started in August 2023. According to the original plan, the project was completed in 730 days (2 years). However, now that it has entered the second year of construction, the project's items have reached more than 80% of the volume; of which the box culvert and bridge systems are completed. The basic route foundation is basically complete, and the crushed stone layer is being rolled and is expected to be paved in mid-September. The area connecting the two ends of the route is being processed, especially the connection to National Highway 1A (Hue bypass)... "With the progress already made, the project will be completed 10 months earlier than planned" - engineer Nguyen Tran Nam Viet affirmed.

According to Mr. Nguyen Van Cuong, Deputy Director of the Provincial Traffic Construction Project Management Board, the biggest advantage of the project is that it is divided into categories and selected a capable contractor. The site clearance work is quite smooth. Therefore, the project implementation is not interrupted, with the motto of rolling construction and being closely assessed and supervised by the investor.

"This is a project that connects the regions and Phu Bai Industrial Park, creating a driving force for the socio -economic development of Huong Thuy town," said Mr. Nguyen Van Cuong.

The project to upgrade and expand TL 15 is invested by the Management Board of Traffic Construction Investment Project. The contractor consortium consists of Thua Thien Hue Road Management and Construction Joint Stock Company, Thua Thien Hue Road 1 Joint Stock Company, 501 LLC and Quang Thanh Construction and Trading Services LLC. Up to now, the project has allocated capital of 80.5 billion VND; of which 50 billion VND in 2024.
