After the merger of Nam Dong district with Phu Loc district, most of the cadres, civil servants and workers of Nam Dong district (old) were transferred to work in Phu Loc district (new). This led to a series of redundant headquarters of agencies and units being abandoned since January 1, 2025. In addition to the headquarters built quite a long time ago, some of them were newly built and put into use for a short time and had to be abandoned, causing waste. In mid-May 2025, arriving in Khe Tre town (formerly Nam Dong district) - where most agencies and units are headquartered, stopping by the Nam Dong District Party Committee headquarters, we noticed that this place was arranged for officials, civil servants, and workers of Khe Tre town to work. Next to it was the District People's Committee Office headquarters, which was locked and had no one to look after it regularly; it was clear that moss and weeds had grown in the yard.
Vice Chairman of Phu Loc District People's Committee (formerly Vice Chairman of Nam Dong District People's Committee), Mr. Duong Thanh Phuoc said that after the merger of cadres and civil servants from the entire district to work in Phu Loc, there were about 20 redundant headquarters in the area. The district temporarily handed over the District Party Committee headquarters to Nam Dong town for preservation and use; and the District Police headquarters to the town police for use. There have been some units that have raised the issue of renting the headquarters for a short time but have encountered some problems that have not been able to be implemented. For now, without direction and guidance from superiors, the district has assigned Khe Tre town authorities to protect and manage all these headquarters.
Chairman of Khe Tre Town People's Committee, Mr. Tran Dinh Vinh Loc informed: After receiving the surplus headquarters, the town government assigned the police force, grassroots security guards and militia to conduct closed patrols every night to prevent and promptly handle cases of bad guys illegally breaking into these headquarters to steal or disrupt security and order. However, in the long term, if there is no suitable usage plan, degradation is inevitable.
Quickly remove obstacles in mechanisms and policies
Not only Nam Dong, in some communes and wards of Phong Dien town, Thuan Hoa district, Phu Xuan district... (merging 3 commune and ward level units into 1), some departments, branches and sectors in the city due to the merger will also have many redundant headquarters from March 1, 2025. That is not to mention the deadline for merging communes, wards and towns from July 1, 2025 is approaching.
According to preliminary statistics, when the entire city abolishes the district level and merges 133 communes, wards, and towns into 40 commune-level units, there will be about 200 redundant commune-level headquarters, departments, and specialized units. This is a problem that requires a fundamental and synchronous solution to avoid wasting public assets.
This issue requires localities and units to seriously and proactively prepare plans for using and handling a large volume of surplus headquarters and public assets, aiming at the goal of effectively using resources, avoiding waste and ensuring smooth operation of the political system in the transition period.
In the coming time, the City People's Committee needs to direct relevant agencies to coordinate with localities and units to conduct a comprehensive review and assessment of the current status of headquarters and public assets at the district and commune levels, departments, branches and sectors and the needs of use to propose plans to build additional headquarters of agencies and units at the department, branch and sector levels and commune and ward levels in the area to suit, meet operational requirements and limit waste. In particular, there needs to be a transparent and consistent guidance framework on decentralization of handling, decision-making authority and functional conversion plans.
At the recent 23rd Special Session of the City People's Council, Member of the Standing Committee of the City Party Committee, Secretary of the Thuan Hoa District Party Committee, Mr. Phan Thien Dinh suggested that it is necessary to consider prioritizing the reuse of headquarters that play a central role, especially the headquarters of the District People's Committee, District Party Committee, and District Party Committee - where many important records and documents serving state management are kept. For the commune-level administrative units (DVHC) after the merger, choosing these central headquarters as workplaces is reasonable and should be considered as a priority in the arrangement.
Due to the mechanism and policy, after the merger of public service units, many old headquarters were left empty, but the handling of public assets was slow due to problems in determining ownership, handling authority or waiting for instructions from higher levels. In the long term, local leaders and units proposed that the City People's Committee soon direct relevant departments and branches, in which the Department of Finance - the agency directly advising on this issue, urgently study the instructions of the Ministry of Finance to direct agencies and organizations to arrange, allocate and handle public assets when arranging and reorganizing public service units, ensuring compliance with regulations, avoiding loss and waste.
Also at the 23rd thematic session, the City People's Council requested the City People's Committee to guide localities in arranging and handling headquarters and public assets in accordance with regulations; at the same time, direct sectors and localities to complete the digitization of documents of agencies and organizations when arranging administrative units; ensure that after the arrangement, all activities of the state apparatus are carried out smoothly, stably and effectively; absolutely not to let the loss of assets, finance and state budget occur when carrying out the arrangement. "The City People's Committee needs to proactively develop plans for using assets and headquarters to avoid waste and loss after the reorganization; continue to strictly manage investment projects managed by the district level when not organizing district-level administrative units," emphasized Mr. Le Truong Luu, member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the People's Council, Head of the City National Assembly Delegation. |
