Improving the teaching staff

On Vietnamese Teachers' Day, November 20, speaking with Da Nang Newspaper, Director of the Department of Education and Training Le Thi Bich Thuan emphasized the need to build a team of teachers who are dedicated to their profession and devoted to their students. At the same time, she affirmed that the city's education and training sector will continue to create a humane and professional working environment so that each teacher can constantly innovate and contribute to the common development.

* After the merger, the city's education sector is facing major changes. Can you tell us specifically what those changes are and how the department determines the focus of building the teaching staff during this period?

- After the merger, the city's education sector has undergone strategic changes, shifting from a concentrated urban scale to a larger system, covering both rural and mountainous areas from Quang Nam (old). This requires restructuring the organization, investing in facilities, and ensuring connectivity in the training program.

Currently, the whole sector has 53,498 cadres, teachers, employees; 676,867 students. The Department directly manages 82 affiliated public service units including high schools, ethnic boarding schools, specialized high schools, multi-level general schools with high school level, continuing education centers and specialized schools for disabled children; 19 non-public inter-level educational institutions, including large-scale schools such asFPT , Skyline; 81 vocational education institutions; 418 foreign language and information technology centers; 93 study abroad consulting organizations. At the commune and ward levels, the Department performs professional state management of 480 preschool educational institutions and 1,580 independent classes, 325 primary schools and 278 secondary schools.

The Department focuses on building a team of teachers with solid political qualities, ethics, expertise, and pedagogical capacity; applying achievements in science and technology and digital transformation to teaching, taking students as the center, maximizing students' qualities and capacities, and improving the quality of education.

After the merger, the department will review the differences in mechanisms and policies between the two previous localities; research and propose the application of policies suitable to reality, especially the treatment, training, fostering, honoring, rewarding and supporting policies, attracting teachers working in mountainous areas, difficult areas, and ethnic minority areas. At the same time, continue to build and advise on the promulgation of unified policies throughout the city, ensuring synchronization, feasibility and long-term stability.

* In the context of geographical expansion and regional diversity, how does the department focus on building a team of teachers who are both professionally solid and dedicated to their profession and devoted to students?

- We continue to implement the project to develop the teaching staff and the plan to improve the standards of teacher training approved by the City People's Committee; direct specialized departments to regularly organize seminars and training courses by cluster and area, combining disadvantaged localities and urban localities, creating forums for activities, learning and exchanging experiences among the teaching staff.

The Department also submitted to the City People's Committee for consideration of awarding the Outstanding Da Nang Teacher Award to evaluate and recognize the merits and dedication of teachers. At the same time, it encourages the spread of typical examples throughout the industry. In addition to preferential policies according to the Central regulations, the Department advised the City People's Committee to submit to the City People's Council to promulgate the city's outstanding incentive and incentive policies so that teachers can work with peace of mind and stick with their profession, especially in mountainous areas, difficult areas and ethnic minority areas.

* How are teacher recruitment, rotation and evaluation adjusted to ensure fairness, motivate and encourage teachers to contribute, Madam?

- Recruitment, transfer and evaluation of teachers are carried out in accordance with the provisions of the Law on Civil Servants, and at the same time in accordance with the provisions of the Law on Teachers passed by the National Assembly and the documents implementing the Law on Teachers of the Government and the Ministry of Education and Training currently being drafted, expected to be issued, effective from January 1, 2026.

In addition, the Department will research and advise the City People's Committee to issue regulations on standards, criteria, conditions, and specific standards in transferring teachers, ensuring fairness, publicity, transparency, and social supervision and criticism. This is especially important in rotating teachers between disadvantaged and favorable areas, helping to regulate the teaching staff, overcoming the situation of local surplus and shortage of teachers, especially in mountainous areas, disadvantaged areas, and ethnic minority areas.

* What do you expect from the teaching staff of Da Nang in the upcoming development journey, when education is considered the foundation of sustainable development of the region? On the occasion of November 20, what message do you want to send to the teachers, who are silently dedicating themselves every day for their beloved students?

- In the new development phase, I expect the teaching staff of Da Nang to continue to be a pioneer in digital transformation, international integration and innovation, important pillars for education to truly become the foundation of sustainable regional development. Da Nang is moving towards a smart city and a national innovation center, so the requirements for education quality are increasingly high. Each teacher not only imparts knowledge but also needs to master technology, exploit digital data, apply modern teaching methods, contributing to forming global thinking, digital capacity and adaptability in students in the future.

I hope that the teaching staff will always maintain the spirit of learning, dare to innovate; boldly apply new models and methods suitable to the city's actual conditions. Teachers are the decisive factor for Da Nang to become a bright spot of smart education, open education and integrated education. The Department always accompanies and creates an environment for teachers to develop their digital professional capacity, access advanced educational trends and maximize their creative potential; thereby, spreading good values ​​to generations of students, future citizens of the knowledge-based and integrated economy.
