Specifically, the current regional SBVs (except SBV Region 1 and SBV Region 2) were established on the basis of merging the previous provincial and municipal SBV branches. Each regional SBV will perform the function of state management of currency, banking and foreign exchange activities in 3 to 6 provinces/cities, ensuring organizational streamlining, improving management capacity and operational efficiency.

According to the State Bank, the organization and rearrangement of regional State Banks is implemented according to the principle of maintaining the same number of organizational focal points (15 regional State Banks), not creating new organizations, minimizing the impact on staff and personnel, ensuring asset safety and monetary security, and at the same time improving the effectiveness and efficiency in implementing monetary policy at the local level.

According to information from the SBV's leaders: The current organization and arrangement of regional SBVs ensures the inheritance of the old organizational model, is consistent with the practice of merging administrative units, and at the same time, meets the requirements of modernization, improving the effectiveness and efficiency of state management of currency and banking activities at the local level. "This is an important step, contributing to the successful implementation of the goal of administrative reform, improving management and operational capacity, developing a safe, effective, modern and integrated banking system", the SBV emphasized.
