The Ministry of Education and Training recommends that localities maintain educational public service units and transfer to commune-level authorities the function of State management of schools from junior high school and below.
Hope to continue investing in education
In order to maintain and improve the infrastructure standards, many schools in Phong Tho district (Lai Chau) are being invested in construction. In the preparation phase for implementing a two-level local government, many units are concerned about disbursement of funds for project implementation and expressed their desire to continue investing in education when management is transferred to the commune level.
Sin Suoi Ho Secondary School for Ethnic Minorities, Phong Tho District, has invested in upgrading classrooms, subject rooms and administration buildings. Mr. Dong Tat Thang - Principal said: "The school's construction and upgrading project is implemented from the capital source for the period 2024 - 2026. Hopefully, after the dissolution at the district level, the capital will continue to be disbursed to complete the project. From there, it will contribute to improving the school's facilities, meeting the criteria of a national standard school".
In the 2024-2025 school year, Doan Ket Primary Boarding School for Ethnic Minorities in Ma Ly Pho Commune has 425 students. According to the requirements of Circular 13/2020/TT-BGDDT on regulations on standards for facilities of kindergartens, primary schools, middle schools, high schools and multi-level general schools, the school has relatively ensured. "However, to strive to achieve national standard level 2 schools, in the coming time, it is necessary to invest in more multi-purpose halls and training grounds. We hope that when the commune manages, it will create conditions for the unit to continue investing in facilities to meet the learning and teaching needs of teachers and students," said Ms. Tran Thi Hang - Principal of Doan Ket Primary Boarding School for Ethnic Minorities in Ma Ly Pho Commune (Phong Tho District).
According to Mr. Tran Ngoc Giang - Principal of Ma Ly Pho Secondary School for Ethnic Minorities, at the beginning of the 2024 - 2025 school year, the district surveyed and planned to invest in a project to protect the land around the school to build a playground and a road connecting to the school.
“Although it is no longer a boarding school, there are still more than 150 boarding students at the school. Currently, boarding teachers do not receive benefits but still take turns to do their duty well. Therefore, the need for a playground for boarding students is very necessary. At that time, the management of boarding students will be less difficult. However, when implementing a two-level local government, it is unknown whether the project will continue to be implemented, while this need is urgent for the school,” Mr. Tran Ngoc Giang expressed.
Promoting the role of professional councils
Mr. Nguyen Minh Anh - Head of the Department of Education and Training of Son Tay mountainous district (Quang Ngai) envisions that the commune-level government will perform the function of State management of education with secondary schools, primary schools, and kindergartens. For professional management, the Department of Education and Training will direct and operate related educational activities. The role of the Core Teachers Council will be actively promoted because it is an extension of the Department's specialists to organize training activities, specialized lectures, professional inspections... when there is no longer a management level of the Department of Education and Training. The Core Teachers Council can be divided into small groups in clusters for convenience in activities and exchanges.
According to Official Dispatch 1581 dated April 8, 2025 of the Ministry of Education and Training and Conclusion 137-KL/TW of the Politburo, the commune-level authorities will manage the administration and facilities of kindergartens, primary schools, and secondary schools, while the professional work is assigned to the Department of Education and Training. In the face of changes in management mechanisms, schools need to proactively coordinate closely with local authorities, while maintaining regular connections with provincial-level professional agencies to implement programs, inspect, evaluate, and develop staff.
During the transition period, the team of principals and educational managers play a bridging role, ensuring smooth leadership, stabilizing the psychology of the team, students and parents, thereby contributing to maintaining the quality of education and creating a foundation for the new management model to operate effectively and synchronously.
Regarding this issue, Mr. Dao Chi Manh - Principal of Hoi Hop B Primary School (Vinh Yen, Vinh Phuc) clearly felt that this was a big change, directly affecting the school's activities. In terms of advantages, this transfer helps the school get closer to the local government - where it understands the reality, people's lives and specific conditions in the area. The school and the local government have a closer connection in building and improving the quality of local education as well as the learning community.
Mr. Manh also envisioned some difficulties that may arise in the early stages of implementing school year tasks such as enrollment, exams, teacher and student evaluation, etc. Contents related to professional management, emulation classification between educational institutions in the commune and province, etc. "With the urgent and synchronous participation of all levels and sectors, I believe that the innovation process will soon stabilize, and educational institutions will have guidance to perform their tasks better and more appropriately in the new situation," said Mr. Manh.
Transferring the State management level to schools is an inevitable process in the roadmap to streamline the administrative apparatus to be more effective and efficient. However, Mr. Le Nguyen Chuong - Principal of Cai Khe 1 Primary School (Can Tho City) said that this process also poses many challenges for the school unit in the transition period. "On the school side, changing the management level means changing the direction mechanism, the system of guiding documents, the investment roadmap and related policies. In the initial stage, this can affect the progress of implementing some professional tasks, the organization and management of the school as well as the psychology of the staff, teachers and employees", added the Principal of Cai Khe 1 Primary School (Can Tho City).
Faced with that reality, the Principal of Cai Khe 1 Primary School expressed his wish: Regarding facilities, the school is planning to implement a major repair plan during the summer to renovate and upgrade the school infrastructure, ensuring teaching and learning conditions for the new school year. Therefore, we hope that the new management will continue to pay attention, create favorable conditions for procedures, progress, funding and technical supervision so that the project can be implemented according to plan, ensuring quality, safety and long-term efficiency.
“Regarding professional work, the school staff hopes to soon receive specific instructions from the professional departments and divisions under the new management level, in order to promptly adjust the school year plan, teacher training, quality assessment and other educational activities according to requirements,” Mr. Chuong wished.
Arrangement based on practical capacity
Implementing the two-level local government model and ending the operation of the district-level Department of Education and Training, the staff of the Department of Education and Training in localities cannot help but have concerns.
The Department of Education and Training of Dien Ban town (Quang Nam) currently has 8 staff, including 3 managers and 5 specialists. According to the plan to rearrange communes and wards, Dien Ban will have 7 commune-level administrative units. Ms. Tran Thi Thanh Van - Head of the Department of Education and Training shared: "The wish of the majority of staff in the department is to return to work at schools or do new jobs in wards and communes related to education and culture. We have done ideological work for staff and specialists, so the personnel transfer will be in accordance with professional qualifications, capacity and experience, so the new job positions after the rearrangement will not change much".
In Vinh Tuong (Vinh Phuc), the rearrangement of the administrative apparatus is necessary to streamline the organization, but also raises issues regarding the reorganization of the staff, especially the staff with qualifications, experience and deep expertise in education management currently working at the district-level Departments of Education and Training.
Sharing the reality, Mr. Phan Quoc Hao - Head of the Department of Education and Training of Vinh Tuong district hopes that after the Department of Education and Training is no longer in operation, the staff who used to work here will want to continue working in the education sector, in positions suitable to their capacity, qualifications and experience accumulated over many years. The arrangement needs to ensure publicity and transparency, putting practical capacity first instead of just basing on seniority or qualifications.
For a group of cadres who cannot be assigned suitable jobs immediately, there should be appropriate support policies to ensure their living conditions and create conditions for study and training if there is a need to change jobs. This demonstrates the concern and humanity in arranging cadres, and at the same time helps the sector not lose cadres with experience in educational management.

“After understanding the thoughts and feelings of the staff and specialists working at the department, we all wish to stay in the educational environment and return to work at schools.
