Following Uncle Ho's teachings, on September 10, 1966, Vinh Phuc Provincial Party Committee issued Resolution No. 68-NQ/TU "On some issues of labor management in agricultural cooperatives today" - marking the birth of "Household Contracting" in Vinh Phuc. From there, it created new motivation for many cooperatives to strive to achieve high productivity, becoming advanced models of the province.
In 1967, the Provincial Administrative Committee announced the golden list of over 6 tons of rice/ha for the whole year, including Vinh Tuong district (10 cooperatives); Yen Lac (5 cooperatives) and Tam Duong (2 cooperatives). The golden list of 7 tons included 4 cooperatives of Tuan Chinh commune, Vinh Tuong district, namely Trung village, Thuong village, Phu Lap and Cao Binh. Many cooperatives were chosen as "Household Contracting" models to expand and introduce to other localities in the province to visit and learn. Due to the high productivity of many cooperatives, by 1967, the total food output in paddy equivalent reached 222 thousand tons, an increase of more than 4,000 tons compared to 1966.
The "Household Contract" policy has fundamentally changed the lives of farmers in rural areas in the province, gradually promoting the development of agricultural production, meeting the requirements of both production and fighting and supporting the southern frontline against the US.
The results achieved after putting the “Household Contracting” policy into practice have demonstrated its suitability, progress, and creativity in innovating the thinking of agricultural cooperative labor management at that time and later. At the same time, the policy of “going ahead of time” has become one of the bases and practical foundations for our Party to study and innovate the agricultural economic management mechanism later.
The victory on the agricultural front was of great significance for ensuring people's lives and fulfilling their obligations to the State. During the resistance war against the US to save the country, Vinh Phuc excellently fulfilled its rear duty, providing tens of thousands of tons of food and provisions for tens of thousands of Vinh Phuc's children to go to the battlefield, receiving praise from the Government.
During the period 1968 - 1975, the province's agricultural production made greater progress than before. In 1974, the province's total food output in paddy equivalent reached nearly 457 thousand tons, an increase of 5.3% compared to the plan.
Since 1997, the province has had many innovative, breakthrough and pioneering mechanisms, policies and methods in the country such as Resolution No. 10-NQ/TU dated November 1, 2002 of the Provincial Party Committee, 13th tenure, on restructuring the agricultural economy in the period 2001 - 2005; Resolution No. 03-NQ/TU dated December 27, 2006 of the Provincial Party Committee, 14th tenure, on agricultural and rural development, improving farmers' lives in the period 2006 - 2010, with a vision to 2020...
The province's agricultural production is increasingly diversified in terms of product structure and organizational form. The agricultural economic structure has shifted strongly towards increasing the proportion of livestock and reducing the proportion of crop production. Livestock has truly become a spearhead and breakthrough in the process of shifting the agricultural economic structure; industrial and semi-industrial livestock farming methods have gradually replaced traditional livestock farming methods.
Food security is ensured, grain output has increased steadily over the years. High-value crops have been developed in the direction of commodity production; concentrated vegetable and fruit production areas have been and are implementing production linkages associated with product consumption; mechanization has been increasingly applied in production.
Keeping up with advances in science and technology, many farmers in the province's 4.0 era have boldly changed their awareness, shifting from doing things according to habits to following the instructions of experts; proactively seeking, improving knowledge, absorbing advances in science and technology, being innovative, dynamic, creative, daring to think, daring to do to approach smart agriculture associated with digital transformation.
Thanks to that, the average growth rate of agricultural, forestry and fishery production value in the province in the 5 years (2021 - 2025) increased by 3%/year, exceeding the target set by the Resolution of the 17th Provincial Party Congress of 1.5 - 2%/year. Notably, in 2024, nearly 6 tons of grapefruit from Vinh Tuong district were exported to the European market. The whole province has more than 200 investment projects in the agricultural sector with a total investment capital from the State budget of more than 7,800 billion VND.
By the end of 2024, Vinh Phuc will be one of 22 provinces with 100% of communes recognized as meeting new rural standards; 178 products recognized as 3-star OCOP; 28 models of production and product consumption chains. The province has built brands for some typical local products such as An Hoa cucumber (Tam Duong), Tam Dao chayote, red-fleshed dragon fruit (Lap Thach), grapefruit (Vinh Tuong)...
The achievements in the agricultural and rural innovation in Vinh Phuc are a testament to the solidarity and constant efforts of all levels, sectors and localities to achieve the goal of building modern agriculture, civilized countryside and wealthy farmers.
